Prescribing the Use of the Taxpayer Record Updated (TRU) Manual

April 29, 1998 REVENUE MEMORANDUM ORDER NO. 47-98 SUBJECT : Prescribing the Use of the Taxpayer Record Updated (TRU) Manual TO : All Internal Revenue Officers and Others Concerned I. OBJECTIVES This Order is being issued for the following purposes: 1. To prescribe the Taxpayer Record Update (TRU) Manual as the Bureau's official reference document for the guidelines and procedures pertaining to the continued implementation of the TRU Program; and 2. To define the policies and guidelines governing the use of the TRU Manual. LLjur II. POLICIES AND GUIDELINES 1. The TRU Manual shall be the primary reference document for all guidelines and procedures for the effective and continuing implementation of the TRU Program. 2. The TRU Manual shall consolidate all guidelines and procedures concerning the TRU Program that were previously defined in Revenue Memorandum Order Nos. 35-96, 9-97, and 13-98, and other pertinent Memoranda, thereby providing a principal document for all policies, guidelines and procedures that shall henceforth govern the implementation of the TRU Program. 3. The TRU Manual shall be used by the following Offices: 3.1. Taxpayer Assistance Services (TAS); 3.2. All Regional Offices; 3.3. All Revenue District Office (RDO) TRU Teams; and 3.4. Information Systems Operations Service (ISOS). The ISOS shall be primarily responsible for uploading all TRU Records into the Integrated Tax System database. 4. The TRU Manual shall be updated, as the need arises, by the TAS. Any revisions shall be submitted for the approval of the Deputy Commissioner (Operations), prior to submission to the Commissioner of Internal Revenue, for final consideration and approval. III.
