October 3, 1974 REVENUE MEMORANDUM ORDER NO. 47-74 TO : All Revenue Operations Heads, Division Chiefs, Regional Directors and Revenue District Officers SUBJECT : Security Officers in All Levels of the Bureau Pursuant to Letter of Implementation No. 52-B of the President of the Philippines dated January 17, 1973, ordering the establishment of security units in all levels of government to provide security to personnel, installations, classified documents and materials; serve as points of contact for coordination with members of the intelligence community; and act as your advisers on matters of security, and Presidential Decree No. 308 dated October 9, 1973 creating the Intelligence and Security Unit, you are hereby directed to submit to this Office not later than November 30, 1974 the names of at least three (3) employees in your jurisdiction who possess all of the following requirements: 1. Must be permanent employee of the BIR with a valid appointment of at least Revenue Examiner I or its equivalent, proficient in written and spoken English, and who enjoys your trust and confidence; 2. Must be of sound mental and physical health; 3. Must be of good moral character, of proven loyalty and integrity; and 4. Must be eligible for grant of security clearance for access to at least SECRET matters as determined by this Office. Enclosed are Personal History Statement (PHS) forms to be accomplished by the personnel concerned, appropriately marked CONFIDENTIAL, to be forwarded to the Chief, Intelligence and Security Unit, this Office.
