July 30, 1997 REVENUE MEMORANDUM ORDER NO. 46-97 TO : All Concerned Offices SUBJECT : Guidelines for the Office Automation LAN-WAN Implementation at RDC-Quezon City and Other Pilot Offices The following guidelines are hereby issued for the implementation of the Office Automation Facility (OAF) at RDC-Quezon City, on a LAN and with NO, BIR-Manila and BIR-Cebu pilot offices (RRs, RDs & RDCs), on a LAN-WAN or inter-domain basis. The OAF comprise a set of tools available for all types of network users. These tools can enhance quality of work, improve productivity and the timeliness of reporting at all levels. It is also another mechanism for exchange of information. Proper use of these tools will help identified Bureau personnel in accomplishing their tasks efficiently and effectively. With the OAF, the users will be able to: send and receive electronic mail share files and other computer resources send/receive fax from their desk search and access electronically stored documents The OAF is made available, in phases, throughout the Bureau nationwide. The offices which have already piloted the OAF from March to July 1997 were those in the National Office (NO), BIR-Manila and BIR-Cebu areas. General Guidelines : 1. The current OAF implementation will be launched for the new OA participating units, as follows: a) RDC-Quezon City, RR 7 & RD 39 August 04-08, 1997 b) NO-ODCIRs & OACIRs 2. The following regular OA participating units will join actively in this 4th OA event of the Bureau: a) National Office units covered by August 06-08, 1997 ISG MO # 1-97 dtd 4/29/97; RMO # 26-97 dtd 05/27/97; and RMO # 36-97 dtd 06/24/97. b) BIR-Manila & Cebu Areas August 06-08, 1997 RDCs Manila & Cebu Identified Users RRs 6 & 13 Directors' Offices RDs 30/32/33/52/81 Identified Users 3. All identified users in participating offices are expected to join and cooperate in the OA exercise as scheduled and provided by the OA Project Core Team. 4. After the launch, participating offices are expected to transmit all reports and communications through the OAF. 5. Members of the OA Project Core Team will prepare and enhance the technical environment require to enable the OAF from July 21 to launch week and thereafter. 6. E-Mail Kits (as enclosed) will be provided to all participating offices for their use. Effectivity : This order takes effect on August 04, 1997 for all concerned offices. LIWAYWAY VINZONS-CHATO Commissioner BIR OFFICE AUTOMATION PROJECT THE E-MAIL KIT version 1.04; 28 July 1997 The Office Automation Facility (OAF) is now being made available to ISG and selected office network users of the Bureau. From May to August 1997, the major activities are focused in pilot Revenue Data Centers (RDCs) Manila, Cebu City and Quezon City, and pilot Revenue District Offices (RDOs) within the said RDCs. All hardware, software and connectivity requirements for Electronic Mail (E-Mail) with file attachments for the participating pilot offices will be checked/verified and tested functionally by the technical members of the Office Automation Project Core Team (OAPCT). Additional groups in the National Office (NO) and RR Offices covering the pilot RDOs, will also be included in the implementation schedule for domain and inter-domain OA activities. For RDC-Quezon City and other identified participating offices (see RMO details), an E-Mail Week is set on: August 4-5, 1997 RDC-Quezon City, RR 7, RD 39; and August 6-8, 1997 National Office, BIR-Manila/Cebu and above offices. For this purpose, attached is an E-Mail Kit which will serve as a guide to all identified users (with given Post Office accounts/mailbox names) of participating offices. The E-Mail Kit consists of the following: 1. E-Mail Scripts Reference 01 2. MS Exchange (Graphical) Quick Guide Reference 02 3. Mail/Exchange Post Office Directory Reference 03 (for all participating offices) All identified users are expected to review and use the E-Mail Kit, particularly # 2; and conduct inter-office exercises in preparation for the E-Mail Week. For increased individual familiarization, please make full use of the Kit and the Help feature of MS Exchange.
