June 3, 1994 REVENUE MEMORANDUM ORDER NO. 45-94 SUBJECT : Qualification Assessment of Candidates for Supervisory and Managerial Positions TO : All Revenue Service Officials I. Purpose: This Revenue Memorandum Order is being issued to provide general policies and guidelines in the qualification assessment of candidates to the managerial and supervisory positions in the Bureau with the assistance of the Career Revenue Service Development Program (CRESPO) consultants. The results of the assessment will be used to provide management with essential information for objective and rational personnel management decisions, e.g. training, job-rotation, promotion, deployment, etc. aisa dc II. Coverage and Phases of Evaluation: There shall be 3 phases of evaluation to determine the developmental needs and ranking of employees occupying supervisory and managerial positions. The series of qualification assessments shall include paper-and-pencil tests, education and training qualification evaluation and performance appraisal validation. Phase I. Personality, Critical Thinking Ability Tests Supervisory and Leadership Ability Tests Job Functional Competency Tests Phase II. Highest Educational/Attainment Evaluation Relevant Training Assessment Phase III. Work Performance, Productivity and Achievements Assessment III. Assessment Target Population: All incumbents with the following designations: Team Leader, Group Supervisor, Asst. Branch Chief, Branch Chief, Asst. Unit Head, Unit Head, Asst. Unit Chief, Unit Chief, Asst. Section Chief, Section Chief, Assistant Division Chief, Division Chief, Assistant Revenue District Officer, Revenue District Officer, Assistant Regional Director, Regional Director, Head Revenue Executive Assistant, and Asst. Commissioner shall undergo these battery of qualification evaluation. Incumbents, with ages fifty-seven (57) years and above, will have the option to take the examination. In principle, however, only those who have undergone the said process of assessment and evaluation shall be considered for promotions and advancement. IV. Schedule of Assessment and Examination Centers: The series of qualification assessment shall commence with the administration of Phase One covering the Personality, Critical Thinking and Supervisory and Leadership Ability Tests. This Phase One shall be administered on Sunday, 19 June 1994 from 8:00 A.M. to 4:00 P.M. at the following examination centers: Revenue Region Examination Center (RR1 to RR3) Benitez Hall, Teacher's Camp, Baguio City (RR4 to RR9 & National Office) UP, Diliman, Quezon City (RR10 to RR15) University of the Philippines, Cebu City (RR16 to RR19) Central Chinese High School, Davao City All those who will be taking the examinations should report on the said date at the designated examination center at least thirty (30) minutes before examination time. The specific venues and examination centers in the regions shall be announced in a separate issuance which will immediately follow this issuance . Examinees are required to bring their BIR identification cards. Pencils will be provided by the Regional offices.
