Conduct of training seminars

1990 REVENUE MEMORANDUM ORDER NO. 45-90 SUBJECT : Conduct of Training Seminars TO : Chief, Career Development Division and All Internal Revenue Officers Concerned Internal revenue officers oftentimes are sent abroad to participate in seminars and/or conferences dealing in tax administration and policy formulation. This select group of officials derive invaluable insights, learning and technical materials from their participation. In order that a larger number of revenue officials may be able to share and benefit from the experiences of those sent abroad for this purpose, the latter are instructed to conduct training seminars on pertinent topics which are the subject matter of the seminar/conference that they have participated abroad. The Chief of the Career Development Division shall be responsible for organizing said seminar within one (1) month from date of arrival from abroad of the participant. Furthermore, the requirement of RMC 37-87 on the submission of reports on conferences, seminars, etc. to the BIR Central Office Library within one (1) month of arrival from abroad should be strictly complied with and monitored by the Chief, Career Development Division. No clearance for the liquidation of travel allowances shall be issued to the revenue official who participated in any foreign seminar/conference unless the above requirements are complied with.
