November 7, 1989 REVENUE MEMORANDUM ORDER NO. 45-89 SUBJECT : Specific Functions of the Information Systems Policy Committee (ISPC) Pursuant to the provisions of Executive Order No. 526 which provide for the rationalization of government computer services, it is imperative for the Bureau of Internal Revenue to improve its information systems and update and direct its information technology efforts toward the attainment of the objectives embodied in the 'Tax Administration Program for 1989-1992'. In this regard, an Information Systems Policy Committee (ISPC) shall be created to serve as the policy formulating body that will oversee the development of the Management Information Systems (MIS) for the Bureau. The specific functions of the ISPC are: 1. Act as the management committee as far as information systems requirements are concerned; cdt 2. Provide direction in the implementation of an effective BIR management information systems; 3. Define a common plan perspective or terms or reference for the adoption of a standard information systems methodology; 4. Activate resources and ensure management support for the information systems projects; 5. Prioritize and select appropriate strategies for the development of an integrated BIR management information systems; and 6. Serve as a clearing house in the processing of all the information requirements. The Information Systems Policy Committee shall be composed of the following officials: Deputy Commissioner Victor A. Deoferio, Jr. Chairman Deputy Commissioner Eufracio D. Santos Co-Chairman Assistant Commissioner (Financial) Member Assistant Commissioner (Planning & Research) Member Assistant Commissioner (Administrative) Member Assistant Commissioner (Assessment) Member Assistant Commissioner (Collection) Member General Manager (RISSI) Member Henceforth, it should be emphasized that all requests for computer services on new/existing systems shall be forwarded in writing to this Committee for approval. The Committee shall be assisted by the Information Systems Support Staff (ISSS) that will provide over-all technical support in the development of the Bureau's Management Information Systems. The following personnel are hereby designated to constitute the ISSS: casia Miguel Martinez Chairman Melchor S.
