September 19, 1988 REVENUE MEMORANDUM ORDER NO. 45-88 SUBJECT : Phase-out of the National Cash Register (NCR) Tellering Service Machines TO : Assistant Commissioners (RISSI and Collection Service) Regional Directors of Revenue Region 4B1-Quezon City, Revenue District Officers of North Quezon City (RDO 30) and South Quezon City (RDO 30A), Revenue Collection Supervisors, Collection Agents, PO/CR Issuing Officers and All Others Concerned A. Objectives: This Order is issued: 1. To provide a more efficient tax collection system, data control and computerization processes; 2. To standardize and facilitate proper identification of revenue sources using the present alpha numeric tax code (ATC). B. Policies: In order to attain these objectives, the NCR tellering service is hereby phased-out and all revenue collections through tellering machines shall henceforth be done through the regular PO/CR System. acd C. Guidelines and Instructions: 1. All concerned revenue officials and employees in the National Office and Revenue District Offices, North Quezon City (RDO 30) and South Quezon City (RDO 30A) shall perform their revenue collection activities through the PO/CR System instead of using the NCR tellering services. 2. The NCR EDP Tellers and Line Coordinators shall report back to RISSI and their functions relative to revenue collection are transferred to the BIR collection offices. 3. The BIR collection offices shall assume the duties and responsibilities of issuing Payment Orders (POs) and Revenue Official Receipts (RORs) which were being done through the NCR tellering system. 4. The NCR machines shall be turned over to the Property Division for disposition. D. Effectivity: This Order shall take effect immediately and any order or provisions thereof which are inconsistent herewith are deemed repealed or modified. (SGD.) Victor A.
