1990 REVENUE MEMORANDUM ORDER NO. 44-90 SUBJECT : Dissemination and Distribution of Official Issuances TO : The Assistant Commissioner, (Planning and Research Service), Chief, General Services Division, and All Internal Revenue Officers Concerned It has been observed that official issuance issued by this Bureau prescribing procedures, guidelines and directives to be observed by revenue personnel oftentimes are not perused and/or complied with. These revenue officers and employees concerned have failed or neglected to observed the requirements of the said issuances on the alleged ground that they did not receive copies thereof. However, management audits indicate that although the issuance were actually received, the officers and employees concerned did not make efforts to read and study the contents and provisions thereof. In order to make those concerned more responsible for the observance and compliance with the provisions of revenue issuances, the following procedures for distribution and dissemination thereof are hereby prescribed: casia 1. The Chief, General Services Division (GSD) shall be responsible for the reproduction of sufficient number of copies for distribution to every revenue region, department and division. The distribution shall be done through courier, registered mail, or pick-up, whichever is the most convenient, within a week from publication/printing of the issuances. 2. For the regional offices, the Regional Director shall designate an employee in the Administrative Branch (whose name shall be communicated to the Chief, General Services Division) and who will be responsible for the actual receipt from the GSD, and subsequently transmittal of sufficient number of copies of these issuances to the revenue district offices, branches, and other offices in each region. 3. Assistant Commissioners and Division Chief in the National Office shall be responsible for distribution and circularization of the issuances to their respective subordinates. 4. The head of the office (Assistant Commissioner, Regional Director, Branch Chief, Division Chief Revenue District Officer), their assistants and supervisors section chiefs shall acknowledge their receipt and/or perusal of these issuances by indicating their initials and date of perusal on the checklist where their names shall be indicated (Annex "A"). A copy of the checklist shall be forwarded monthly not later than Friday following the particular month to the Chief, General Services Division for future reference. cd 5. The revenue officials mentioned above are responsible for dissemination of the requirements and contents of all revenue issuances to their subordinate employees. If in the course of said dissemination, questions and/or need for clarification arise, such shall be revenue official in the National Office, who shall correspondingly compile and clarify the same or if necessary, send the necessary resource speaker to discuss the contents of the particular issuances with the different BIR officials and employees. cd 6. The more significant issuances must be discussed in the monthly staff meeting of the Regional Director, and the minutes of their discussions forwarded to the Assistant Commissioner, Planning and Research Service for review and necessary action. cdt The preparation of the checklist shall be prepared for issuances beginning August 1, 1990 and thereafter by the Records Division.
