July 26, 1975 REVENUE MEMORANDUM ORDER NO. 44-75 SUBJECT : Enlargement of the ADP Policy Committee TO : All Internal Revenue Officers and Others Concerned In view of the elevation of the Data Processing Center into a service and the growing importance of data processing in meeting the demands of a reorganized and revitalized tax administration machinery, there is created hereunder an ADP Policy Committee to serve as the policy determining arm of the Bureau of Internal Revenue on the computer system. I. MEMBERSHIP The members of the ADP Policy Committee are as follows: Chairman Commissioner of Internal Revenue Vice-Chairman Deputy Commissioner of Internal Revenue Senior Members Assistant Commissioners Members Revenue Service Chiefs: Assessment Collection Data Processing Financial & Management Secretary Team Leader (Operations), Performance Control Division II. FUNCTIONS: 1. Formulate and establish a schedule of priorities in deciding work load problems in order to fully and qualitatively attain the maximum use of the computer. 2. Determine the programs and projects proposed by units of organization in the Bureau or from other units outside the Bureau which will utilize Automatic Data Processing will go to the Data Processing Center and those that can be done by the other units of the Bureau without the use of the computer. 3. Project or program that needs research and study for assignment to the Technical Staff of the Committee. cd 4. Make periodic review and assessment of the adequacy of the Data Processing Center in matters of personnel, equipment facilities and operating procedures with a view to determine changes that should be made thereon. 5. Decide on matters relating to Automatic Data Processing requiring policy determination and execution. III. TECHNICAL GROUP The Committee shall be assisted by a Technical Group which will serve as its staff arm in planning research work on all matters involving the computer. Its members shall be determined by the ADP Policy Committee and the Technical Group shall be headed by an Assistant Commissioner. The Chairman of the ADP Policy Committee may call on any or all the members of the Technical Staff to sit during any of its deliberations and may call on other officials of the Bureau of Internal Revenue as he may deem necessary to carry-out the objectives of the Committee. IV. MEETING The Committee shall meet every second Thursday of the month at the BIR Data Processing Center Building, Quezon City or at any place that may be chosen by the Chairman. V. REPEALING CLAUSE All previous orders, circulars or portions thereof which are inconsistent herewith are hereby revoked. VI. EFFECTIVITY This Order takes effect immediately. MISAEL P.
