August 25, 2000 REVENUE MEMORANDUM ORDER NO. 44-00 SUBJECT : Prescribing Location, Department and Job Codes Tables for the Human Resource Management Information System (HRIS) and the Financial Management Information System (FMIS) TO : All Internal Revenue Officials and Employees I. OBJECTIVES This Order is issued to: A. Designate appropriate codes to indicate the various locations, departments/offices and jobs within the Bureau of Internal Revenue; B. Provide guidelines on the proper use of location, department and job codes; and, C. Serve as a reference for the IT personnel and functional users of the HRIS and FMIS. II. POLICIES In order to achieve the above objectives, the following policies shall be observed: A. The HRIS shall provide an integrated human resource system for personnel administration, training management, training delivery and employee welfare. The FMIS shall provide a financial reporting system for budget, accounting and cashiering functions; B. The codes tables shall promote fast and easy access to comprehensive, complete and integrated human resource and financial data as well as interfaces between the two systems; C. The codes shall serve as primary keys in accessing information within the HRIS and FMIS. A primary key functions as an identifier and is unique for each particular information; D. The codes shall be used by IT personnel and functional users from the different divisions under the Human Resource Development Service and Financial and Administrative Service in accessing data from the HRIS and FMIS; E. IT personnel and functional users shall be given different levels of access to the HRIS and FMIS based on his/her designation and function. Users granted a read-only access may request for a change of personal information with the Personnel Division; F. All official documents shall still bear the office codes as prescribed by RMO No. 15-94 to indicate the preparing/originating office. III. GUIDELINES A. Location Codes Location codes shall be used to indicate whether a particular office is located at the National Office or under the Revenue Regional Office. This code shall be composed of seven (7) alphanumeric characters of which the first two shall indicate whether the office is under the jurisdiction of the National Office or the Revenue Regional Office. In the case of Regional and District Offices, the third and fourth characters shall denote the Revenue Regional Office number. The last three characters shall denote the Revenue District Office number. EcDSTI B. Department Codes Department codes shall be used to indicate the group, service and division to which a section or unit belongs. For offices under the National Office, the code shall be composed of eight (8) alphanumeric characters of which the first four shall represent the group to which the office belongs. The fifth character shall represent the Service while the sixth, seventh and eighth characters shall represent the Division, Section and Unit respectively. The codes representing the Regional and District Offices shall be composed of ten (10) alphanumeric characters. The first four shall represent the Revenue Region to which the office falls under. The fifth, sixth and seventh characters shall represent the Revenue District Office number while the eighth, ninth and tenth characters shall represent the Division, Section and Unit respectively. C. Job Codes Each kind of job item allotted to the BIR shall be represented by 6 alphanumeric characters. In the case of Revenue Officers, the code shall also indicate the job assignment. ie. (1) RVOFE1 - Revenue Officer I (Excise) (2) RVOFF1 - Revenue Officer I (Accountable Forms) (3) RVOFD1 - Revenue Officer I (Document Processor) (4) RVOFS1 - Revenue Officer I (Seizure Agent) Refer to Annex C for a complete list of the job codes. IV. REPEALING CLAUSE This Order shall supersede all other issuances or portions thereof inconsistent herewith. V. EFFECTIVITY This Order takes effect immediately. (SGD.) DAKILA B.
