May 22, 1998 REVENUE MEMORANDUM ORDER NO. 43-98 SUBJECT : Use of the SPIRIT Mass Rollout Manual TO : All Internal Revenue Officers and Others Concerned I. OBJECTIVES This Order is issued to: 1. Establish the SPIRIT Mass Rollout Manual as the reference document concerning guidelines and procedures pertaining to the mass rollout of the Integrated Tax System at different BIR offices. 2. Define the usage of the SPIRIT Mass Rollout Manual. cdll 3. Identify the group responsible for updating the manual. II. GUIDELINES AND PROCEDURES 1. The SPIRIT Mass Rollout Manual Version 2.0 shall be the main reference document containing the guidelines and procedures in ensuring the successful implementation of the ITS in the National Office (NO), Regional Offices (ROs), Revenue District Offices (RDOs), and Revenue Data Centers (RDCs). 2. The SPIRIT Mass Rollout Manual is composed of two (2) volumes. Volume 1 contains information on the SPIRIT mass rollout program, its strategy and approach, and the various BIR units that support the SPIRIT mass rollout. It also contains the first batch of appendices. Volume 2 contains the continuation of the appendices including the Rollout Requirements Checklist and the detailed checklists for site, people, application, technical and administrative requirements. (Refer to Attachment A for an outline of the SPIRIT Mass Rollout Manual) LexLib 3. The SPIRIT Mass Rollout Manual consolidates the guidelines and procedures documented in RMO 51-97, RMO 66-97, and the Institutionalization of TCP Initiatives as well as the learnings from the previous rollout experiences, in order to provide essential document for rollout. Hence, it supersedes RMO 51-97 and RMO 66-97. 4. The SPIRIT Mass Rollout Manual shall be used primarily by the different support groups to familiarize themselves with their roles and responsibilities as well as assigned activities and tasks in the rollout process. These groups are the following: IPQS Rollout Assistance Unit (RAU) Site Heads (for site rollout) System Owners (for system rollout) Implementation Assistance Team (IAT) Policy and Planning Service Change Management Team (PPS-CMT) Taxpayer Assistance Service Taxpayer Record Update (TRU) Teams Application Maintenance Sector (AMS) SPIRIT Champions Help Desk All Bureau personnel, in obtaining information on the ITS Mass Rollout process or those affected by the rollout, are required to use the manual. prLL 5. The SPIRIT Mass Rollout Manual shall be updated as may be necessary by the IPQS Quality Assurance Sector (IPQS-QAS), specifically the Rollout Assistance Unit, in coordination with the IPQS-Information Planning, Policies and Standards Sector (IPQS-IPPS). The distribution of the SPIRIT Mass Rollout Manual shall be determined and supervised by the Rollout Assistance Unit. III. EFFECTIVITY This order shall take effect immediately.
