September 13, 1993 REVENUE MEMORANDUM ORDER NO. 43-93 Subject : Phase-Out of Internal Control Unit In anticipation of the streamlining of the organizational structure of the Bureau of Internal Revenue and following the recommendations of the Commission on Audit as embodied in a letter to the BIR dated January 10, 1991, the Internal Control Unit (ICU) created under RMO No. 28-81 dated September 1, 1981 as amended by RMO No. 14-84 dated May 25, 1984 is hereby phased out. The pre-audit and review of all disbursement vouchers insofar as the BIR National Office is concerned and other duties heretofore performed by the ICU in compliance with RMO No. 28-81, as amended shall be discharged by the Disbursement Accounting Division.
