December 9, 1992 REVENUE MEMORANDUM ORDER NO. 43-92 SUBJECT : Relaunching of "Handang Maglingkod Program" TO : All Revenue District Officers and Other Internal Revenue Officers Concerned 1. Preliminary statement Pursuant to RMO No. 12-90, the "Handang Maglingkod" program was launched in 1990. This program provided for a competition among all revenue district officers (RDO) as to who could develop and institute the most effective taxpayer service campaign within his area of responsibility. Each RDO was given the flexibility to conduct whatever activity/program directed towards providing taxpayer service. The awardees for the competition in 1990 were the revenue district officers of Makati West, La Union, Iloilo City and Davao City. The same program and competition will be implemented in 1993 with the following objectives: (1) promote the delivery of fast, efficient and courteous "front line" service to taxpayers, thereby enhancing voluntary compliance from them; (2) project the service-oriented image of the BIR; and, (3) evaluate the management competence of revenue officers, especially the revenue district officers. 2. Phases of this program competition There shall be two phases in the competition: a regional phase , wherein all RDOs shall be competing and one winner for each of the 19 revenue regions shall be selected, for a total of 19 regional winners; and a national phase , wherein the winners of the regional phase shall compete and winners for Luzon, Visayas, Mindanao, and Metro Manila (for a total of four) shall be selected. The regional winners from the Revenue Regions No. 4A, 4B1, 4B2 and 3B shall be competing in the Metro Manila national phase of this competition. The regional judging shall be done by June 1993 and the national selection shall be done by July, 1993. 3. Criteria for evaluation of effectiveness of RDO taxpayer service campaign and this competition The following shall be the basis for judging the winners of the competition: 1. Results of performance of the express lane assistance counters prescribed in RMO 10-88. cdt 2. Other service-oriented projects that the individual RDO may implement. 3. Documented commendations/endorsements (or complaints) from the general public. 4. Results of management/performance audit to be conducted by National Office. The accomplishments and activities of the RDO relative to (1) and (2) are to be reported monthly to the Public Information and Assistance Division not later than the tenth day of the following month. The commendation/endorsements in (3) are to be submitted to the management audit team that will be visiting the RDO. 4. Board of Judges The regional competitions shall be judged by a board composed of the corresponding BIR Regional Director and designated representatives of the local Philippine Institute of Certified Public Accountants (PICPA) and Integrated Bar of the Philippines (IBP) chapters. The national competitions shall be judged by a board composed of the Commissioner of Internal Revenue, the two BIR Deputy Commissioners, Presidents of the PICPA, IBP and Philippine Chamber of Commerce and Industry (PCCI). 5. Rewards (and penalties) The winners shall be awarded citations, and preference in terms of promotion/transfers. Furthermore, the low raters shall be subject to penalties in the form of transfers to less responsible offices. cd 6.
