December 17, 1987 REVENUE MEMORANDUM ORDER NO. 43-87 SUBJECT : Creation of Speaker's Bureau TO : All Internal Revenue Officers and Others Concerned In order to give meaning and efficacy to RMO No. 27-87 dated October 23, 1987, a Speaker's Bureau is hereby created to serve as a clearing house for new policies, directions, future plans, tax targets so that the Assistant Commissioners can effectively communicate said policies when invited to speaking engagements. The Speaker's Bureau will have as its initial Chairman the most senior of the Assistant Commissioners with the others as its members. casia Accordingly, the following are to compose the "Speaker's Bureau": Chairman 1. Imelda L. Reyes Asst. Commissioner (National Assessment). Members 2. Aquilino T. Larin Asst. Commissioner (Excise Tax) 3. Paz B. Suarez Asst. Commissioner (Financial & Management) 4. Fortunato Aguas Asst. Commissioner (Sector Operations) 5. Pedro C. Aguillon Asst. Commissioner (Collection) 6. Jaime M. Maza Asst. Commissioner (Legal) 7. Rizalina Magalona Asst. Commissioner (Management & Policy) 8. Ricardo J. Mateo Asst. Commissioner (Inspection) 9. Vicente Puno Asst. Commissioner (Personnel & Administrative) The Body is to meet regularly at least once a month or as often as the occasion demands. All requests for speaking engagements should heretofore be forwarded to this body for assignment unless the CIR and his two (2) deputies desire otherwise. cd i As part of the "participatory management" envisioned by this Office, the Deputy Commissioners and Assistant Commissioners are hereby directed to meet regularly to thresh out problems, analyze new policies and directions and evaluate tax strategies so as to present a common and uniform stand for the benefit of the taxpaying public subject however, to the Commissioner's final decision should a judgment on matter of vital importance come to a deadlock among the Senior officials of the Bureau. cd (SGD.)
