September 13, 1977 REVENUE MEMORANDUM ORDER NO. 43-77 SUBJECT : Delegation of Authority to Sign Purchases or Job Orders TO : All Internal Revenue Officers and Others Concerned In order to effect greater efficiency and effectiveness in the conduct of governmental transactions and to reduce the workload of the Commissioner of Internal Revenue, the following delegations of authority in relation to Executive Order No. 284 of the Office of the President of the Philippines, dated January 19, 1971, are hereby promulgated for the guidance of all concerned. cdta A . Purchases or procurement of materials, spare parts, and printing of forms 1. Up to P20,000 Deputy Commissioner of Internal Revenue 2. Over P20,000 but not over P50,000 Commissioner of Internal Revenue 3. Orders of over P50,000 shall be signed by the Commissioner of Internal Revenue for approval by the Secretary of Finance B . Job orders for repair of equipment 1. Up to P30,000 Deputy Commissioner of Internal Revenue 2. Over P30,000 Commissioner of Internal Revenue C . Purchases of equipment 1. Up to P30,000 Deputy Commissioner of Internal Revenue 2. Over P30,000 Commissioner of Internal Revenue D. In case of absence or incapacity of the Deputy Commissioner of Internal Revenue, papers delegated to him for signature shall be prepared for the signature of the Commissioner of Internal Revenue. E. The Chief of the Property Division shall, submit to the Commissioner of Internal Revenue within the first ten (10) days of the month a list of the purchases and job orders prepared during the preceding month showing the subject matter of the order and the amount involved and the official who signed the order. F. The repair of motor vehicles and office equipment as well as the emergency purchases of office supplies up to P1,000 in the regional offices shall continue to be signed by the regional directors pursuant to the provisions of Revenue Memorandum Order No. 50-76.
