July 23, 1975 REVENUE MEMORANDUM ORDER NO. 42-75 SUBJECT : Commissioner's Staff Conference and Services and Regional Staff Meetings TO : All Revenue Service Heads, Regional Directors and Others Concerned In view of the reorganization and restructuring of the Bureau of Internal Revenue under Presidential Decree No. 640, there is a need for the revision or amendment of existing procedures in order to jibe with the present set-up under the said decree. In order to keep the Commissioner and the Deputy Commissioner well posted on and conversant with the activities of the bureau and with the end in view of providing a forum for the discussion of the problems encountered in the day to day activities so that constructive solutions may be generated in the exchange of views and ideas, a semi-monthly staff conference shall be held at central, service and regional officers levels. The conferences shall be conducted as follows: I. MEMBERSHIP ATTENDANCE A. Central Office 1. Commissioner of Internal Revenue as presiding officer; 2. Deputy Commissioner who acts also as presiding officer in the absence of the Commissioner; 3. Assistant Commissioners: 4. All Revenue Service Heads; and 5. Staff Conference Secretary designated by the Commissioner. B. Services 1. Service Head as presiding officer 2. Assistant Service Head who acts also as presiding officer in the absence of the service head; 3. Division Chiefs; 4. In the case of the divisions directly under the Commissioner and Deputy Commissioner, a staff conference should likewise be held attended by the division chiefs, Assistant Commissioners and the Deputy Commissioner. The Deputy Commissioner shall preside over the conference and in his absence, any of the Assistant Commissioners. C. Regional Conference 1. Regional Director as presiding officer 2. Assistant Regional Director who acts also as presiding officer in the absence of the Regional Director 3. Chiefs of Branches 4. Revenue District Officers II. TIME AND PLACE OF THE CONFERENCE A. Central Office The conference shall be held on the second and last Friday of the month at 2:30 PM at the Office of the Commissioner, Finance Building, or at such time and place as may be designated by the Commissioner. B. Service and Regional Offices The selection of the time and place of the conference is at the discretion of the service head or regional director except that the services conference should not be held on the same day as the Central Office Conference. III. CONFERENCE AGENDA A. Central Office The Staff Conference Secretary upon instruction of the Commissioner or Deputy Commissioner shall prepare the agenda to be taken up in the Staff Conference. It should include subject matters desired by the Commissioner or Deputy Commissioner or such other matters as may be recommended by the Revenue Service Heads or Regional Directors. Members of the staff should be furnished with copies of the agenda at least two days before the scheduled day of the conference. B. Service and Regional Offices The Service Head and the Regional Director shall designate the conference secretary who shall prepare the agenda upon instruction of the Service Head or the Regional Director. The agenda should cover those subject matter which the Service Head or Regional Director believe should be taken up at the service or regional level. It should also include suggestions from division chiefs, chiefs of branches or revenue district officers, as the case may be. The agenda should be furnished to the conferees two days before the scheduled day of the conference. IV. MINUTES OF THE MEETING A. Central Office Copies of the minutes of every meeting or digests thereof shall be furnished all the members of the Staff Conference by the Secretariat. B. Service and Regional Offices Copies of the minutes of every meeting or digests thereof shall be furnished to each of the conferees and extra copies should be forwarded to the Office of the Commissioner, Attention: Assistant Commissioner ; V. IMPLEMENTATION The implementation of decisions and recommendations of the Staff Conference in the Central Office, Service and Regional offices should be the responsibility of the Assistant Commissioner who shall make proper recommendation or prepare such instructions as may be necessary. VI. REPEALING CLAUSE All circulars, memoranda, orders, or portions thereof which are inconsistent herewith are hereby revoked. VII. EFFECTIVITY This order takes effect immediately. MISAEL P.
