BIR Collection Goal for CY 1996 and Monthly Goal Allocation for the Revenue Regions

December 15, 1995 REVENUE MEMORANDUM ORDER NO. 41-95 SUBJECT : BIR Collection Goal for CY 1996 and Monthly Goal Allocation for the Revenue Regions TO : All Internal Revenue Officers and Others Concerned I. CY 1996 Overall Collection Goal (Table 1) The revenue target of the Bureau for CY 1996 as of December 13, 1995 is P258, 791 broken down into: P232,793 M for existing measures, P26,182 M for new measures and P (184) M for measure in process. Details are shown in Table 1. II. Assumption in the Allocation of the 1996 Goal A. General Assumption Allocation of the 1996 goal was based on the 1995 actual collection. B. Allocation of Goal on T-Bills Goal on T-Bills was allocated solely to R 6 Manila, the region which was jurisdiction over Bangko Sentral ng Pilipinas (BSP) which collects these taxes. C. Allocation of Goal on Stock Transaction Tax Goal on Stock Transaction Tax including the 2% on IPO per RA No. 7717 was allocated as Other Percentage Tax goal solely to RR 7 Quezon City (specifically RDO 43 Pasig) since it is where the Philippine Stocks Exchange is located. D. Allocation of Goal on Excise Taxes Allocation of goal on Excise Taxes in general, was based on the place where the corporate head office pay their, corresponding taxes per advice of Large Taxpayers Division. E. Allocation of Goal on Capital Gains from Privatization Goal in Tax from Privatization was allocated to RDO 49 North Makati since the office of the Asset Privatization Trust is located in Makati. F. Allocation of Goal on Travel Tax Goal on Travel Tax was allocated to RR 6 - Manila since the Philippine Tourism Authority is located in Manila. III. Basic Methodology in Goal Allocation A. To determine the regional goal for each type of tax The tentative collection goal of the Bureau of Internal Revenue for CY 1996 is P 258, 975 M for existing and new measures and P (184) M for measures in process. Allocation of collection goals for CY 1996 by geographical distribution is presented by region, by month and by major type of tax. The major type of taxes are Income Tax, Excise tax, VAT, Other Percentage taxes and Other taxes. Income Tax goal includes the following: a. Corporate Income Tax b. Tax on T-Bills c. Individual Income Tax d. Commercial Paper e. Final Tax on Interest from Bank Deposits f. Capital Gains Tax g. Privatization Excise Taxes cover the following: a. Alcoholic Products b. Tobacco Products c. Fuels and Oils d. Mineral Products e. Automobiles f. Tobacco Inspection g. Miscellaneous Excise Taxes cover the following: a. Alcoholic Products b. Tobacco Products c. Fuels and Oils d. Mineral Products e. Automobiles f. Tobacco Inspection Fees g. Miscellaneous VAT include the 6% /3% withholding tax on government contracts and Expanded VAT. Other Percentage Taxes include the following: a. Banks/Financial Institutions b. Insurance Premiums c. Amusement d. Franchise Tax e. Stock Transaction Tax Other Taxes include the following: a. Documentary Stamp Tax b. Transfer Tax c. Travel Tax d. Miscellaneous The basis for the allocation of goal for each type of tax is the percent distribution of the actual regional collection from January to October, 1995 as reported in the BIR 1209 forms. The 1996 regional goal allocation is presented in Table 2. The monthly allocation of regional goal by type of tax are in Tables 3-8 B. To determine the monthly regional goal allocation for each type of tax (Tables 3-8) The regional monthly goal distribution for each type of tax s based on the actual collections as reported by the Bureau of Treasury. IV. Annual and Monthly Goal Allocation by Revenue District The Regional Directors are required to distribute their goals to their respective RDOs to be submitted to Deputy Commissioner Beethoven L. Rualo (Attention: Chief, Statistics Division) on or before January 8, 1996. For your information and guidance.
