August 28, 1990 REVENUE MEMORANDUM ORDER NO. 41-90 SUBJECT : Prescribing Additional Warrant Enforcement Reports (WER) 5 & 6, Entitled Warrant of Distraint and/or Levy Assigned for Execution and Regional Summary of Warrant of Distraint and/or Levy Assigned for Execution, Respectively TO : All Internal Revenue Officers and Others Concerned Revenue Memorandum Order No. 35-73, dated September 27, 1973, provides merely the statistics of the performance of fieldmen in their collection of delinquent accounts through summary remedies and these are indicated in WER Forms 1, 2, 3 and 4. However, these WER reports do not contain names of Revenue Officers and supervisors with their individual and group performances. Hence, the evaluation of their performance is not readily comprehended. In view thereof, and in order to monitor and quantify accurately the performance of each Revenue Officer, Group Supervisor, Revenue District Officer, Chief Collection Branch, Chief Collection Enforcement Division and Regional Director, BIR Forms WER 5 and 6 entitled Warrant of Distraint and/or Levy Assigned for Execution (see Annex A) and Regional Summary of Warrant of Distraint and/or Levy Assigned for Execution (see Annex B), respectively, are hereby prescribed. These forms shall serve as instruments for self-evaluation by the abovementioned internal revenue officers relative to their collection performance through summary remedies. cd WER 5 shall contain the names of Revenue Officers and Group Supervisors in the RDOs and Collection Branch in the Regional Office and names of Revenue Officers in the Collection Enforcement Division in the National Office. This report must be accomplished and submitted within ten (10) days after the end of each month and shall be distributed as follows: For Collection Enforcement Division: Original Collection Service Duplicate Collection Enforcement Division file copy For Revenue District Office and Collection Branch: Original Collection Service Duplicate Regional Director Triplicate file copy of the reporting office WER 6 is a consolidation of the reports submitted by the Revenue District Officers and the Chief of Collection Branch to the Regional Director. Likewise, this report must be accomplished and submitted within fifteen (15) days after the end of each month and shall be distributed as follows: Original Collection Service Duplicate File copy of the Regional Director All RDOs and Chiefs of Collection Branches are required to forward their original WER 5, simultaneous with the duplicate, to the Office of the Regional Director to ensure that the corresponding WER 5 are attached to the consolidated report (WER 6) for submission to the Collection Service. cd i This Order shall take effect on October, 1990.
