October 22, 1976 REVENUE MEMORANDUM ORDER NO. 40-76 SUBJECT : Procedure for surcharging strip stamps TO : All Internal Revenue Officers and Others Concerned To guide the Committee created under Revenue Memorandum Order No. 38-76, dated September 29, 1976, in the surcharging of cigarette strip stamps, the following procedure is hereby promulgated for the guidance of all concerned: 1. After receipt by the Chief, Accountable Forms Division of the requisition by cigarette factories for cigarette strip stamps, the denomination of which is not available in stock, he shall determine from those existing denominations which are slow moving and may therefore be available for surcharging. 2. He shall then submit to the Committee his request for surcharging stating in the request the following information: a. Quantity of strip stamps and the corresponding denomination which are being requisitioned but no stock is available; and b. Denominations and quantities of cigarette strip stamps which are slow moving and the particular denomination he is recommending to be surcharged. 3. The Committee shall then determine whether surcharging is necessary or whether emergency printing of the stamps by the Government Printing Office should be made. It shall inform the Accountable Forms Division immediately of the decision. 4. In case the decision is to surcharge, the Chief, Accountable Forms Division shall prepare Form 1805 for the quantity to be surcharged and forward the same to the Committee. 5. The Chairman of the Committee shall recommend approval of the requisition and forward said requisition to the Commissioner for approval. 6. Upon approval by the Commissioner, the Chairman of the Committee shall inform the Chief of the Accountable Forms Division to forward to the former the quantity of strip stamps to be surcharged which shall be duly receipted for by the Committee. 7. The Committee shall then supervise the surcharging of strip stamps and upon completion should be immediately forwarded to the Accountable Forms Division. 8. The latter shall acknowledge the receipt of the surcharged strip stamps and then fill up the requisitions of the cigarette factories. 9. The report of issuances and the perpetual inventory kept by the Accountable Forms Division shall be adjusted taking into account the surcharged quantity to enable other units of the bureau concerned to adjust its books of accounts accordingly.
