October 20, 1995 REVENUE MEMORANDUM ORDER NO. 39-95 SUBJECT : Guidelines for the Executive Refresher Training System (ERTS) TO : All Internal Revenue Officers Concerned I. OBJECTIVE This Order is issued: 1. To enhance the executive's knowledge of the functions, policies, plans, programs and activities of the different Services and Divisions of the BIR; 2. To further equip the executive with knowledge and skills in managing his office effectively; and 3. To prescribe specific guidelines in the administration of the ERTS pursuant to the provisions of RMO No. 28-94. II. SPECIFIC GUIDELINES A. Administrative 1. The Management Committee (MANCOM) shall assign the following officers to undertaken the ERTS and who shall hereinafter be referred to as the "executive" a. Revenue District Officers (RDOs) and Regional Division Chiefs recommended by Assistant Commissioners and Regional Directors; and b. Other executives not otherwise specified in RMO No. 28-94, to wit: Regional Directors, Asst. Division Chiefs and Asst. Revenue District Officers. 2. The Human Resources Development Service shall prepare the Revenue Special Order for the executives who shall undergo the ERTS in the different Services in the panel shall make necessary recommendation immediately after the revalida, either to cause the: a) issuance of Certificate of Completion for satisfactory performance of the executive: or b) extension of assignment for unsatisfactory performance. 3. The ACIR, HRDS shall issue to the Executive the Certificate of Completion upon recommend of the concerned ACIR. 4. On the other hand, the pertinent ACIR shall notify the HRDS of the extended duration of training of the executive as the case may be. C. Reportorial Requirements 1. The ACIR concerned shall prepare a report to MANCOM of the executive's performance during his assignment in the particular Service, to be submitted on or before the 10th day of the month succeeding. The report shall include an information whenever the assignment of the executive in the Service shall be extended. 2. The executive shall resume the performance of his original assignment only after the satisfactory fulfillment and successful only after the satisfactory workplan in all ten (10) Services. Thereafter, a corresponding RSO shall be issued reassigning the executive to his former be issued reassigning the equivalent to that which he held, prior his executive refresher training. III. REPEALING CLAUSE This order supersedes RMO No. 28-94 pertinent to portions thereof, inconsistent herewith. IV. EFFECTIVITY This Order shall take effect ten (10) days after approval.
