August 22, 1989 REVENUE MEMORANDUM ORDER NO. 39-89 SUBJECT : Certificate of Urgency Re: Travel Abroad TO : Assistant Commissioners and Revenue Regional Directors Memorandum Circular No. 7-84 dated September 4, 1984 of then Minister of Finance requires that applications for travel abroad be carefully screened and only those that are urgent and absolutely necessary should be recommended. Among the documents required for submission to the Finance Department is a certificate of urgency. cd i In order to effectively implement said Circular, Assistant Commissioners and Regional Directors are hereby required to certify to the Urgency of the trip of officials and employees within their respective jurisdictions (Certificate of Urgency Form attached).
