October 14, 1976 REVENUE MEMORANDUM ORDER NO. 39-76 Pursuant to Section 33 of Presidential Decree No. 807, there is hereby created an Incentive Awards Committee to be composed of the following officials: Co-Chairman Assistant Commissioners Members All Service Chiefs The Incentive Awards Committee shall have the following functions: 1. To formulate guidelines for issuance to the field offices on when to recommend awards. 2. Review and recommend to the Commissioner approval of outstanding performance ratings. aisa dc 3. Evaluate suggestions and determine whether the same redound to savings of government funds or improve agency performance. 4. Recommend service awards based on the length of government service of awardees. 5. Recommend to the Commissioner nominees to the Civil Service Commission on its annual search for outstanding government employees. 6. Determine whether proposed awards are in accordance with the rules, regulations and standards promulgated by the CSC pertaining to the incentive awards system, pursuant to Section 33 of PD 807. 7. Determine and recommend the nature or kind (promotion, commendation, cash, etc.) of award to be given. It is desired that the Committee shall submit to the undersigned nominations for awards for the year 1976 on or before December 5, 1976 and every year thereafter. This Order takes effect immediately.
