June 8, 1970 REVENUE MEMORANDUM ORDER NO. 39-70 SUBJECT : Re: Submission of Budget Report Form 103-A on a Semestral Basis TO : All Revenue Operations Heads, Regional Directors, Chiefs of Divisions, Revenue District Officers and All Others Concerned To enable this Office to have a ready and updated alphabetical list of all revenue officials and employees and their corresponding assignments pursuant to approved travel orders, including their actual appointments and present office designations and the duties they are performing, it is hereby prescribed that the Budget Report Form 103-A be submitted to the Assistant to the Commissioner, copy furnished the Chief Budget Division and the Chief Personnel Division on a semestral basis, i.e., one as of June 30, and the other as of December 31, every year, to serve as a basis for preparing an intelligent program of expenditures and release of funds from the Budget Commission and for other relevant purposes. Accordingly, Form No. 1, as enclosed, should be properly accomplished. In-between the semestral submission of the aforesaid report, only changes in the reduction or increase in number of personnel as the case may be should be reported. It is also strictly required that those officials/employees who have been transferred from one unit to another but have not as yet reported thereat including those who are relieved of their duties in their present assignments pursuant to Revenue Administrative Order, Travel Assignment Orders, Revenue Special Orders and Regional Travel Assignment Orders should be indicated therein. Henceforth, all copies of Regional Travel Assignment Orders duly approved by the Commissioner of Internal Revenue should be furnished the Assistant to the Commissioner for record and statistical purposes. Relative hereto, Form No. 2, also enclosed, should be properly accomplished. To achieve uniformity in the accomplishment of Form No. 2 under the column Remarks should be stated those personnel who are being transferred to the Unit concerned and those who are being relieved of their duties therein for transfer to another unit.
