December 10, 1996 REVENUE MEMORANDUM ORDER NO. 38-96 SUBJECT : Suspension of all field operations of the Bureau of Internal Revenue effective December 16, 1996 TO : All Assistant Commissioners, Regional Directors, Revenue District Officers and All Concerned Effective December 16, 1996, all field operations of the Bureau relative to examinations and verifications of taxpayers records and other transactions are hereby suspended until January 15, 1997. However, the following are not covered by this suspension: (1) No contact surveillance of all establishments; (2) Service of Assessments, Warrants and Seizure Notices for prescribing cases; (3) Processing of capital gains tax returns prior to the issuance of Certificates Authorizing Registration; (4) Examination and/or verifications of transfer tax cases; and (5) Audit pursuant to RMO No. 11-96 on Banks, Insurance Companies and Other Financial Intermediaries; and special audit on Real Estate Industry and Paper Industry During the period December 16, 1996 up to January 15, 1997, the completion/submission of all reports of investigation of cases and dockets which are pending in their possession must be given priority by the revenue officers concerned.
