December 28, 1982 REVENUE MEMORANDUM ORDER NO. 38-82 SUBJECT : Submission of Validated and Updated Personal Data Records of All Permanent Employees TO : The Deputy Commissioners, All Service Chiefs, Regional Directors, Division Chiefs, and Chiefs of Administrative Branches Pursuant to Revenue Memorandum Order No. 24-82 dated 23 July 1982, you are hereby directed to submit the validated and updated Personal Data Records (PDRs) of all your permanent employees to the National Office through the Chief of the Personnel Division on or before January 31, 1983 . To facilitate full compliance with this directive, you may, at your discretion, accept PDRs even without the supporting documents required under RMO 24-82 and listed in the instruction sheet attached to each PDR. However, unsupported PDRs should not bear your signature attesting to the correctness of their contents. It shall be your responsibility to follow up and to notify Personnel Division of the submission of late supporting documents. Documentation is required only for those data items listed in the instruction sheet and for which changes are made by the employee. In cases where the required document is already included in the employee's 201 file, a certification to this effect from the Chief of the Administrative Branch or from the Chief of Personnel Division will suffice. The consequences of non-compliance with this directive shall be as follows: 1. Permanent employees whose duly validated and updated PDRs, excluding supporting documents, have not reached Personnel Division by January 31, 1983 shall have their salaries and allowances suspended effective February 1, 1983 until such time that they submit said PDRs. It shall be the responsibility of Personnel Division to notify Accounting Division regarding employees the payment of whose salaries and allowances shall be suspended or resumed. Accounting Division shall, in turn, effect the suspension or resumption of payment. 2. Any recommendation for promotion or request for transfer of permanent employees who have not submitted their PDRs or the required supporting documents shall not be acted upon until such time that the employee can show proof of compliance.
