August 7, 1974 REVENUE MEMORANDUM ORDER NO. 38-74 SUBJECT : Seminar-Workshop on Presidential Dec ree No. 3 79 TO : All Revenue Officials and Employees In support of the forthcoming nation-wide implementation of Presidential Decree No. 379, requiring the submission of Statement of Assets, Liabilities and Net Worth, which this Bureau will soon undertake, the Training Division has programmed a series of half-day workshop on the provisions and mechanics of Presidential Decree No. 379, as amended, and its implementing Revenue Regulations. The purpose of these half-day workshops will be to prepare the total involvement of office heads, unit chiefs, other supervisors and the entire revenue work force in another massive nationwide tax education and compliance campaign with respect to Presidential Decree No. 379, and also to enable supervisors to assist subordinate employees in complying with said decree. It is stressed here that this is a workshop. There should therefore be an exchange of ideas or views so that problems concerning implementation of the decree can be threshed out before we go out in the field and face the questions of the tax-paying public. Considering that a big concentration of PD 379 filers are in the Metropolitan Manila area, all officials and employees in the National Office and in Revenue Region Nos. 6, 7 and 8 are required to attend the workshop. For the same reason, all officials and employees assigned in regional offices are required also to attend the workshop that will be held in their respective revenue regional offices. After the conclusion of the workshop in the regional office, the regional director concerned shall organize and coordinate immediately within a week's time the simultaneous holding of similar seminar-workshops in all revenue district offices where all officers and employees of a revenue district shall be required to attend. Revenue district officers shall be primarily responsible for conducting the workshop in their respective revenue districts. A complete report on attendance must be forwarded to the Chief, Training Division, within 48 hours after the conclusion of the workshop. Attached for your guidance and compliance are the different schedules of the Seminar-Workshop on PD No. 379, including the assignment of resource persons, which are hereby made a part of this order.
