November 12, 1987 REVENUE MEMORANDUM ORDER NO. 37-87 SUBJECT : Submission of Reports on Conferences, Conventions, Seminars, Study Grants, Scholarships, etc., attended by BIR Officials and Employees on Official Time or Expenses TO : All Revenue Officials and Employees To provide support to the Bureau's program on personnel and administrative development, it is important that all available resources be utilized fully. To this extent, all reports, reference materials and other information handouts from seminars, conferences, conventions, scholarships, study grants, etc., in foreign countries or local colleges and universities or public/private agencies attended by revenue officials and employees shall be compiled and catalogued for general reference in the BIR Central Office Library. This will benefit officials and employees of the Bureau in terms of self-improvement and administrative effectiveness in their work areas. All officials and employees who were sent to attend or participate in these seminars, conventions, conferences, scholarships, study grants, etc., for the years 1986 and 1987 on official time and expense, whether fully or partially financed by the Bureau, are, therefore, hereby instructed to submit to the Chief, Career Development Division, copies of their respective written reports regarding such seminars, studies etc., including copies of their programs, speeches, lectures and handouts. casia Information on future participants from the Bureau in similar studies, seminars and conferences shall, henceforth, be furnished by the participant thru the head of his office, to the Career Development Division. After completion of the study/seminar, etc., a written report shall be submitted by each participant in three (3) copies to the Revenue Service Chief (Personnel and Administrative) thru the Career Development Division within two (2) weeks after the end of his participation if attendance is local, or one (1) month after arrival, if attendance is abroad.
