July 1, 1968 REVENUE MEMORANDUM ORDER NO. 37-68 SUBJECT : ADP Policy Committee To avoid confusion and fix the responsibility for planning, directing, controlling and evaluating the applications and operations of a fully integrated automatic data processing system (one of the most important Tax Administration Improvement projects of the Bureau) the ADP Policy Committee is hereby reactivated with the following duties and responsibilities: cdtech 1. To establish policies and recommend plans and programs to effectively carry out the full utilization of the computer system; 2. To interpret top management policies with regard to data processing operations and resolve problems confronting the same; 3. To conduct studies on the possibility of mechanizing new job applications through the Systems and Programming Staff; 4. To deliberate on proposals to computerize work presently being done manually to determine feasibility of mechanization; 5. To establish job priorities and evaluate ADP work programs; 6. To evaluate ADP work progress and institute further improvement of present processes; 7. To set up an effective network of responsibility and accountability; 8. To appraise top management on the progress of ADP projects. Based on the above-mentioned functions, all proposals for computerization of work originating from the various units in the Bureau shall be course through the ADP Policy Committee for study and approval before they are processed by the Data Processing Center. COMPOSITION: The ADP Policy Committee shall be composed of the following officials: 1. Revenue Operations Head, Management Planning Chairman 2. Revenue Operations Head, Technical Services Vice Chairman 3. Asst. Rev. Operations Head, Management Planning Member 4. Chief, Data Processing Center " 6. Chief, Systems and Programming Staff " (Management Planning) Secretary The Systems and Programming Staff shall act as working force of the ADP Policy Committee. The ADP Policy Committee may invite other BIR Officials to its meetings in order to get their suggestions and technical assistance on matters pertaining to any proposed job mechanization. RESCINDING AND EFFECTIVITY: Revenue Memorandum Orders No. 37-66 dated May 20, and Revenue Special Orders 320-66 and 321-66 or any portion of existing orders contrary to the provisions of this order is hereby revoked.
