Centralizing the Custody and Disposition of Goods and Payment of Rewards to Informers

May 11, 1967 REVENUE MEMORANDUM ORDER NO. 37-67 TO : All Officers and Employees of the Bureau of Internal Revenue Quoted hereunder is Department Order No. 96-67 dated April 5, 1967 of the Honorable, the Secretary of Finance, for the information and guidance of all officials and employees of this Bureau: "The exigencies of the service so requiring, and pursuant to Section 79(B) of the Revised Administrative Code and other applicable laws, paragraphs 5 and 6 of Department Order No. 27-66 dated April 4, 1966, entitled "IMPLEMENTING EXECUTIVE ORDER NO. 10 DATED FEBRUARY 24, 1966, ENTITLED 'CENTRALIZING THE CUSTODY AND DISPOSITION OF GOODS AND PAYMENT OF REWARDS TO INFORMERS' AND FOR OTHER PURPOSES' are hereby amended to read as follows: 'All seized, confiscated and/or abandoned goods in the custody of law enforcement agencies including collectors of customs in collection districts under the jurisdiction of the Commissioner of Customs, with the exception of the Collection District of the Port of Manila and the Manila International Airport, shall be disposed of by the Custody and Disposal Administration. Seized, confiscated and/or abandoned or unclaimed goods which are perishable , in the Custody of the Collector of Customs of the Port of Manila and of the Manila International Airport, shall be disposed of through the Auction and Cargo Disposal Division of the Bureau of Customs in accordance with the relevant provisions of the Tariff and Customs Code and other applicable rules and regulations. 'However, in the interest of the public service, a Committee of five consisting of a representative of the Secretary of Finance, a representative of the Commissioner of Internal Revenue, the Acting Administrator of the Custody and Disposal Administration or his representative, and a representative of the Collector of Customs of the Port of Manila is hereby temporarily constituted into a Special Committee which shall supervise the public bidding and disposal of such perishable goods in the Port of Manila and in the Manila International Airport. The Chairman of the Special Committee shall be designated by the Secretary of Finance. 'The Special Committee is hereby constituted into a Committee on Awards. It shall temporarily supervise the activities of the Auction and Cargo Disposal Division in the custody, storage, and safekeeping of all such goods and merchandise mentioned above, promulgate rules and regulations on the public auction and/or sale of disposable goods indicated above, subject to approval by the Secretary of Finance or recommendation of the Commissioner of Customs.' "All other provisions of Department Order No. 27-66 April 4, 1966, not inconsistent with the provisions Department Order shall remain in full force and effect. cdll "This Order shall take effect immediately.
