October 16, 1995 REVENUE MEMORANDUM ORDER NO. 36-95 SUBJECT : Prescribing the Use of Vehicle Pass Sticker for Access into the Information Systems Group (ISG) Compound and Providing the Guidelines for the Operation of Vehicles within the ISG TO : All Revenue Officials and Employees Concerned I. OBJECTIVES 1. Ensure that proper security check is made on vehicles prior access into the Information Systems Group (ISG) Compound. 2. Set the procedures for operating a vehicle inside the ISG Compound. 3. Install a parking system for BIR-ISG employees, Tax Computerization Project (TCP) personnel, visitors and others who officially transact business at ISG Compound. 4. Monitor all vehicles that enter and exit the ISG Compound. II. POLICIES To attain the objectives, the following are prescribed: 1. A vehicle pass sticker shall be used as a means of access and shall also serve as a parking permit. 2. ISG and TCP personnel shall be issued vehicle pass stickers upon approval of their respective applications. 3. Transient vehicles such as those of visitors, suppliers and maintenance support personnel shall be issued a temporary pass, upon presentation of a valid driver's license in order to gain access into the ISG Compound and park in the designated parking zone. 4. The vehicles entering and exiting the compound shall be properly recorded by the guard-on-duty. 5. The vehicle pass sticker shall be permanently and prominently attached to the upper left front windshield of the vehicle. 6. The vehicle pass sticker shall be non-transferable and shall only be for the vehicle specifically described in the application form. 7. The vehicle pass sticker shall be valid for one calendar year only. III. GUIDELINES 1. Application Procedures : 1.1 ISG employees (permanently and contractual) and TCP personnel, who use and/or own a vehicle may apply for a vehicle pass sticker. 1.2 An application form for issuance of vehicle pass sticker (see Annex A) shall be secured from the Official of the Deputy Commissioner of Internal Revenue (DCIR), Information Systems Group (ISG). 1.3 The duly accomplished application form together with photocopies of LTO Certificate of Registration and Official Receipt shall be submitted to the Office of the DCIR, ISG. The original documents shall be presented for verification. 1.4 An amended application form shall be accomplished and submitted to the Office of the DCIR, ISG, if there is a change on may of the following: a. Vehicle license plate b. Vehicle ownership c. Vehicle color and/or appearance 2. Conditions for Operating a Vehicle inside the ISG Compound: 2.1 The vehicle shall be in good operating condition and shall not emit excessive blade and smoke. 2.2 The driver shall possess a valid driver's license. 2.3 The driver shall abide by the rules and regulations imposed in this RMO and shall respect the authority tasked to implement these rules and regulations. 3. Parking Instructions (See Annex B): 3.1 The parking area within the compound shall be divided into two zones: the North Parking Zone for the vehicle of ISG and TCP personnel and the South Parking Zone for vehicles of transients, e.g. visitors, suppliers, and maintenance support personnel. 3.2 Delivery vehicles shall load/unload only at designated loading/unloading zone. In cases when the delivery vehicles cannot immediately load/unload, the vehicle shall park temporarily at the South Parking Zone. III. DUTIES OF THE GUARD-ON-DUTY 1. Maintain a log of vehicles coming in and going out of the ISG compound and as may be necessary conduct spot check/verification of vehicle. 2. Enforce the traffic rules and regulations within the ISG Compound. 3. Upon presentation of required documents, issue a temporary pass to transient vehicles for access into the ISG Compound. 4. Record all violations of this RMO and report the same to the Office of the DCIR, ISG. IV. PENALTY CLAUSE Vehicle pass holder who are proven to have violated the rules and regulations of this Order shall be penalized as follows: First Offense Verbal Warning Second Offense Written Warning Third Offense Suspension (One Week) Fourth Offense Revocation V.
