November 10, 1987 REVENUE MEMORANDUM ORDER NO. 36-87 SUBJECT : National Office Clearance TO : All BIR Officials and Employees To facilitate the issuance of the National Office clearance of retiring officials, as well as those who resign or are affected by transfer, or are otherwise separated from the service, the following guidelines and procedures are hereby prescribed: cd I. Automatic Retirement 1. Personnel Division . - The Chief, Personnel Division, shall notify employees due to retire automatically as follows: (a) For accountable officials/employees, such as collection agents, six (6) months before the date of automatic retirement. (b) For all other officials/employees, three (3) months before retirement. Copies of this notice shall be furnished the Chief, Property Division; the Chief, Revenue Accounting Division; and the Regional Director, if the retiring employee is assigned in the Region. 2. Property Division - The Chief, Property Division shall, upon receipt of the copy of the notice, advise the retiring employee by letter about all the property said employee is accountable for. 3. Revenue Accounting Division . - The Chief, Revenue Accounting Division shall, upon receipt of the copy of the notice, advise the retiring accountable employee by letter about all requirements, documents, record books, etc., which are necessary for clearance with said division. 4. Regional Director . - Upon receipt of the copy of notice, the Regional Director shall, thru the Chief, Administrative Branch, inform the retiring official/employee about the latter's accountabilities, if any, with the Fiscal Operations Branch, the Collection Branch, and the Administrative Branch. II. Resignation, Transfer to Another Government Agency, Optional Retirement, Death 1. The Personnel Division shall, in addition to notices being furnished to offices concerned, notify the Chief, Property Division and the Chief, Revenue Accounting Division, of an employee's separation under this section. 2. After receipt of this notice, the Chief, Property Division, and the Chief, Revenue Accounting Division, shall advise the employee/heirs about the requirements for clearance. III. Transfer by Travel Order Revenue Memorandum Order No. 58-75 dated October 27, 1975; requires the clearance of transferred officials/employees from property accountability, pending dockets, papers and correspondence in their possession. For this purpose, it is sufficient that a clearance be granted by the officials of the employee's former office, provided that before he is allowed to report for duty in his new assignment, the original of such clearance should be submitted to the new office head, a copy to be furnished the Chief, Personnel Division, for records and administrative purposes. IV. Turnover of Property The Personnel Division shall furnish the Chief, Property Division, copies of all revenue travel assignment orders affecting heads of offices. Heads of offices transferred by travel assignment order shall turn over all property, as well as official records/dockets, to the incoming head of office within twenty (20) days after the effectivity of such order. cd In the National Office, turnover of property shall be made thru the Property Division and shall be duly effected thru requisition issue vouchers and the corresponding memorandum receipts. To facilitate said turnover, the Property Division shall furnish the outgoing head of office the list of property, furniture, equipment, etc., that should be turned over to the incoming head of office within three (3) days after receipt of the copy of the travel order for such transfer. In the Regional Offices, turnover of property shall likewise be effected thru-requisition issue vouchers and memorandum receipts thru the Chief, Administrative Branch, who shall submit a report on such turnover including copies of the supporting RIVs and memorandum receipts. Such report shall be submitted to the Revenue Service Chief (Personnel & Administrative), Attention: Chief, Property Division, within five (5) days after the turnover of property.
