July 1, 1968 REVENUE MEMORANDUM ORDER NO. 36-68 SUBJECT : Management Survey of BIR Organization Units Although top management and the planning staffs of the Bureau are fully aware of problems obtaining in the field offices and in many units in the National Office, the true extent and interrelationships of such situations are vaguely known. Almost all reports of operational or organizational deficiencies are lacking in sufficient information or wanting of significant data for proper planning and institution of permanent corrective measures. At present no documented information is available to validly support contentions and conclusions. In this connection the Project Directors Group is instructed to conduct a management survey of designated field offices and National Office units. Any management survey shall be undertaken not to find fault or lay blame on any revenue official or employee as it is not a personnel survey activity but to look into the operations and activities as well as the inter-relationships of such operations and activities in order to identify the roots and causes of management problems. All findings shall be analyzed and recommendations for their solutions be made. Effective set-ups and procedures should likewise be analyzed for adoption as a general practice. Standards shall be set by the Chairman, Project Directors Group for the conduct of the survey. He shall form as many teams as he deems necessary to insure proper coverage of activities and areas of management. He shall likewise designate team leaders from the Project Directors Group and give deadlines for survey projects and submission of reports. Before a management survey shall be undertaken, adequate preparation and planning shall be made in order to avoid the pitfalls of haphazard actions and hasty conclusions. The Chairman, Project Directors Group shall devise tools (forms, check lists, do's and don'ts, etc.) for uniform and proper management survey. Any office or unit proposed to be management surveyed shall be made upon written instructions from the Commissioner of Internal Revenue. asiadc This Order takes effect immediately. MISAEL P.
