May 27, 1969 REVENUE MEMORANDUM ORDER NO. 35-69 SUBJECT : Use of the Revised BIR Rush Slip TO : All Internal Revenue Officials and Others Concerned PURPOSE It has been observed that the use of the BIR Rush Slip has been abused by some bureau personnel so much so that this slip is attached to communications even if they do not need immediate attention. In order to stop this practice and clearly define what communication should be given preferential attention, this Order prescribes the proper use of the BIR Rush Slip for the guidance of all internal revenue officials and others concerned. cdta PROCEDURES Only officials of the Bureau starting from the rank of Chief of Division in the National Office, Chief of Branch and Revenue District Officer in the Regional Office are authorized to use the Rush Slip on official communications. It is upon the discretion of the Chief of Unit to decide what communications should be given preferential attention. For the guidance of Bureau officials, the following pointers will help decide whether a communication should be appended with a Rush Slip or not. 1. Communications from the Office of the President, Congress of the Philippines, Secretary of Finance and other governmental agencies which are necessary for the expedient and effective performance of the primary functions of the government. 2. Communications which have a direct bearing on the functions of the Bureau of Internal Revenue which need immediate attention. 3. Communications which by their very nature requires prompt action, especially if a target date or deadline has been set. Communications, if not immediately acted upon, would mean loss to the Bureau in terms of revenue collections or waste of government resources in terms of men, money and materials. All other communications which serve only the personal interest of the individual should not be appended with a Rush Slip. It has also been observed that one of the reasons why Rush Slips are generally attached to communications is to avoid red tape in the processing of communications. To discourage this practice, officials and others concerned having authority to act on official papers should attend to them as expeditiously as possible. CONTENTS OF THE RUSH SLIP : 1. Time and Date refers to the time and date the communication was released by the originating unit. 2. Target Date refers to the date when action on the communication is supposed to be finished. 3. Subject Matter refers to the subject of the communication which should be indicated in the Rush Slip as briefly as possible. 4. Signature of Chief of Unit the Official using the Rush Slip should affix his signature on the Rush Slip. 5. Organizational Unit refers to the Unit where the communication came from. All Internal Revenue Officials and others concerned are hereby enjoined to comply strictly to this Order. All previous instructions or orders which are inconsistent with this Order are hereby revoked or superseded. This Order shall take effect upon approval. cdtech MISAEL P. Endriga. Attached is the revised form with accompanying Revenue Memorandum Order on the procedures on the proper use of the revised form for your approval. casia To prevent abuse in the use of the form, the Order authorizes only Dept. Heads and Asst. Dept. Heads, Chiefs of Division, and other superior officials in the National Office; Chiefs of Branches, RDOs, and higher officials in the Regional Offices to use the Rush Slip. It is upon the discretion of the officials concerned to decide which communication should be given immediate attention. This Order provides guidelines on the proper use of the Rush Slip. The form has been reduced in size and the following items have been added to enhance the use of the Rush Slip. 1. Signature of the Chief of Unit and the name of the Organizational Unit this properly identifies the user of the Rush Slip and the organizational unit where the communication came from. 2. Subject Matter to acquaint the receiver on the content of the communication at a glance. 3. Target date to give the receiver a deadline to act on the paper. The paper to be used should be pink, the word "Rush" in bold letters shall be colored red, while the rest of the words shall be in black. LAURO D.
