May 19, 1993 REVENUE MEMORANDUM ORDER NO. 34-93 SUBJECT : Employees Suggestions and Incentive Awards System TO : All Revenue Officials and Employees Pursuant to the provisions of the Rule X of the Omnibus rules Implementing Book V of Executive Order No. 292, the Employee Suggestions and Incentive Award System of the Bureau of Internal Revenue is hereby established. acd I. Objective A. General: To recognize and reward officials and employees of the Bureau, individually or in groups, for their suggestions, inventions, superior accomplishments, and other personal efforts which contribute to the efficiency, economy, or other improvement in the operation of the BIR, or for other extraordinary acts or services in the public interest and for exemplary service and conduct. B. Specific: 1. To encourage creativity, innovativeness for an efficient, responsive and progressive public service; 2. To foster among the officials and employees in the BIR the awareness and desire to maintain or sustain exemplary performance and superior accomplishments; and acd 3. To motivate the officials and employees of the BIR to contribute to national development through increased productivity. II. Scope The Systems shall apply to all officials and employees in the first and second levels of the career or non-career service of the BIR, whether or not they receive compensation, regardless of amount. III. Types of Contributions Under the System, any of the following types of contribution shall be entitled to an award: A. Idea type contribution - this shall refer to an idea, a suggestion, an invention for improvement to effect economy in operation, to increase production, improve working condition or service, B. Performance type contribution - this shall refer to: 1. Performance of an extraordinary act or service in the public interest in connection with, or related to, one's official employment; or 2. Outstanding community service or heroic acts in the public interest; or 3. Sustained work performance for a minimum period of one year which is over and above the normal position requirement of the individual or group; or aisa dc 4. Exemplary service and conduct. IV. Types of Awards A. Honor Award shall consist of: 1. The Agency or the "Kapwa" Award which shall be given to an individual or group of individuals in recognition of contributions from an idea or performance resulting in direct benefits to a single agency. Nominations for this category need not be submitted to the Civil Service Commission for screening and evaluation. The SIAC shall evaluate the nominations for this category and recommend to the head of the BIR the most qualified nominees. This award shall consist of a gold (gilded) medallion and a plaque containing the citation and signature of the head of BIR. B. The incentive awards may consist of the following: 1. Performance Incentive shall be given to an employee who has obtained an Outstanding or Very Satisfactory rating based on the BIR Approved Performance Evaluation System for the last two successive evaluation periods. The incentive award shall be in the form of step increments in accordance with the provisions of the joint CSC-DBM Circular No. 1, s. 1990. Provided, That the total number of recipients of step increments based on merit in any one (1) calendar year shall not be more than ten (10%) per cent of the total number of personnel actually employed in the agency, provided that the total number of recipients of two step increments shall not exceed three per cent (3%) thereof. 2. Length of Service Incentive shall be given to an employee who has rendered at least three years of continuous satisfactory service in a particular position and which shall consist of step increments in accordance with the provisions of Joint CSC-DBM Circular No. 1, s. 1990. casia 3. Productivity Incentive shall be given to an employee or group of employees who has exceeded their targets or has incurred incremental improvement over existing targets subject to prevailing policies on the matter. 4. Most Courteous Employee Award shall be given to an employee in accordance with the criteria and standards established under CSC MC No. 15, s. 1990 which instituted the Courtesy Campaign Program in the Civil Service, known as the "Ang Magalang, Bow". 5. Loyalty Award shall be granted to an employee who has completed at least ten (10) years of continuous and satisfactory service in the particular agency granting the award. The grant of this loyalty award shall be in accordance with CSC Memorandum Circular No. 42, s. 1992. acd 6. Retirement Award shall be given to a retiree who had rendered at least fifteen (15) years of satisfactory government service. This award shall be in the form of a plaque of appreciation, the design and citation of which shall be determined by the office concerned. 7. Cost Economy Measure Award shall be granted to an employee whose contribution in terms of suggestions or inventions or performance of functions result in monetary savings, or results combined monetary saving and intangible benefits, the amount of cash award shall be determined in terms of a certain percentage of its estimated total value or benefit but not to exceed 20%. 8. Star Award shall be given to employee/s who are directly involve in the assessment and collection of internal revenue taxes. The following awards shall be given to winner (s) in each category. a. Special Tax Achievement Recognition Award - a bronze medal with ribbon. b. Superior Tax Achievement Recognition Award - a silver medal with ribbon. c. Supreme Tax Achievement Recognition Award - a gold medal with ribbon. casia Awardees shall be given priority in promotion provided she/he meets the qualification requirements for the position. Cash Prizes shall be given to the awardees subject to the availability of funds. The respective group supervisor or RDO of the winning Revenue Officers shall be awarded citations in recognition of the assistance and guidance they extended to the winners in the exemplary performance of their work. 10. Such other incentive awards which the BIR SIAC may decide to give, subject to the approval of the head of the BIR and the CSC V. Suggestion and Incentive Award Committee A. Composition A suggestion and Incentive Award Committee (SIAC) which shall be composed of the following is hereby created in the BIR to administer the Systems. It shall be composed of the following: a. Two Deputy Commissioners b. Asst. Commissioner (Administrative Service) c. Chief, Personnel Division d. Representative from the Legal Service, and e. Two rank and file representatives to be elected at large thru an election. cd i B. Selection Procedure The BIR SIAC may adopt the following procedures in the selection of nominee/s to any of the incentive awards enumerated above: 1. Establish criteria/qualification of nominees 2. Review of documents; 2.1 Personnel Data Sheet; or 2.2 Service Record; or 2.3 Performance Appraisal Rating for the last two (2) rating periods; or 2.4 Courteous Service Form; or 2.5 Nomination form containing the act/idea/ suggestion/invention and the subsequent result or effect which may neither be monetary or non-monetary or which has direct benefit to the Agency; or 2.6 Any other documents to support the nomination. 3. Determine the form of incentive award to be granted; and 4. Prepare the necessary recommendation to the Head of Agency. VI. Funding The Bureau of Internal Revenue shall set aside in its annual budget the necessary appropriations to cover whatever expenses that may be incurred in granting both monetary and non-monetary awards in accordance with the provisions of this ESIAS. cd VII. Effectivity The Bureau of Internal Revenue ESIAS shall take effect upon approval by the Civil Service Commission, or its duly authorized representative. Recommending Approval: VICTOR DEOFERIO JR. The system shall be pilot-tested for at least one (1) rating period and the Commission shall be informed of the pilot-testing results when completed, and 2. If improvements are to be made after the pilot-testing and prior to actual implementation, the Commission shall be furnished the revised copy of the System.
