May 21, 1970 REVENUE MEMORANDUM ORDER NO. 34-70 SUBJECT : Handbook for Special Agents In order to establish guidelines and procedures for the gathering of data and investigation of tax cases tainted with fraud, the Handbook for Special Agents is hereby issued. Because of the nature of the work of special agents and the highly sensitive area of activity involved as treated in the special agents handbook, the Handbook shall be considered confidential in nature and shall be issued only to special agents and their supervisors. This handbook shall be treated as an accountable property and no portion of which shall be used for publication or other purposes except as guidelines in the activities of the special agents. This handbook may also be used for training special agents. cdt This Order takes effect immediately. MISAEL P.
