October 12, 1995 REVENUE MEMORANDUM ORDER NO. 33-95 SUBJECT : Policies Covering the Placement and Appointments of Personnel under the Staffing Pattern per EO 132 TO : All Revenue Officials and Employees OBJECTIVES: This Order is issued: A. To effectively implement the streamlining of the bureau pursuant to EO 132 which provides for the devolution, decentralization of functions and the corresponding allocation and deployment of personnel; B. To prescribe the policies and procedures in the placement of bureau personnel; and C. To effectively implement the Qualification Standards of Position of the Bureau POLICIES AND PROCEDURES: 1. Allocation of Items The revised staffing pattern under EO 132 reduced the number of positions from 13,457 to 12,544, a reduction of 913 positions. Further reduction were made when some which are vital and necessary in the operation of the Bureau, such as information technology of the Bureau, such as information technology officers, programmers, systems analysts, among others. 1.1 Due to the reduction in the number of item/positions, re-appointments shall be to the same or comparable positions based on the recommendations submitted by Assistant Commissioners/Regional Directors. 1.2 Promotions shall be considered for placement purposes to solve the situation of "floating employees" per region/service, provided the degrees of competence and qualifications of the candidates for promotions shall be based on performance, education, training, experience, seniority and length of service. 1.3 Personnel who cannot be reappointment under paragraphs 1.1 and 1.2 shall be listed separately for accommodation to other regions/services where they can be placed. 2. Plantilla Appointments 2.1 The Plantilla of Personnel shall be prepared by the Personnel Division based on the list submitted by Assistant Commissioners/Regional Directors. 2.2 All reappointments shall be issued by the Commissioner, except those whose appointments are to be approved by the President of the Philippines. 2.3 Copies of the Plantilla of Personnel shall be furnished the Department of Budget and Management and the Civil Service Commission 3. Transfers To resolve imbalances in staffing due to lack of items of the same level, transfers of personnel accommodated in other services/regions (with reference to 1.3) shall be effected by a Revenue Travel Assignment Order and subsequent appointment to an item in the office/work unit where he is being placed shall be issued. REPEALING CLAUSE: This Order supersedes any issuances inconsistent with the provisions of this Memorandum Order. EFFECTIVITY: This Order shall take effect immediately.
