April 20, 1994 REVENUE MEMORANDUM ORDER NO. 33-94 SUBJECT : Monthly Accomplishment Report by All National Office Units TO : All Assistant Commissioners and Others Concerned I. OBJECTIVES : The order issued to: A. Promulgate the revised policies and procedures in reporting accomplishments by particular units in the National Office; B. Prescribe the reference materials in preparing the different reports for external offices, including the Office of the President, Department of Finance, Congress, etc., and C. Provide indicators in the evaluation of performances of the units in the National Office. II. POLICIES AND PROCEDURES : I. POLICIES 1. The preparation and submission of the accomplishment reports by divisions/units in the National Office as prescribed in RMO No. 18-83 is changed from a quarterly to a monthly basis in order that an immediate and updated review and monitoring of accomplishments can be effected. cd 2. General formats for the reports are prescribed to give the concerned office the necessary flexibility and general guidance in reporting its accomplishments. 3. An over-all BIR monthly accomplishment report containing inputs from the National and Regional/District offices is to be prepared for dissemination to designated external offices. II. PROCEDURES 1. All Assistant Commissioners shall prepare a monthly accomplishment report which shall contain both quantitative and qualitative reports of accomplishments of the service and its divisions for a particular month, as well as information on the accomplishments of the regional offices for their activities/programs which the particular service is monitoring pursuant to RMO No. 50-93 (on Tax Administration Strategic Plans) and RMO No. 34-94 (Regional Accomplishment Reports). The quantitative report shall contain summarized and consolidated statistics based on reports submitted by the national Divisions and the Regional/District Offices including but not limited to: casia I. Overall Collection Performance II. Collection By Type of Tax III. Regional and District Collection Performance A. Collection by Manner of Payment B. Collection Compared to Goal C. Collection Compared to Previous Year IV. Number of Tax Returns Filed V. Number of Tax Fraud Cases Investigated VI. Other Legal Enforcement Activities VII. Number of Issuances/Rulings approved/issued VIII. Number of Legislative Matters acted upon IX. Number of Tax Campaign/Information Dissemination activities conducted X. Tax Identification Number (TIN) issued/released The qualitative report shall contain the highlights of major activities accomplished for a particular month and shall contain information such as: aisa dc I. Project studies/Researches/Special Projects completed II. Revenue issuances prepared III. Performance Reports monitored/evaluated/submitted IV. Technical assistance rendered to other BIR offices V. Linkages with external agencies 2. The monthly accomplishment report shall be prepared in three copies, and distributed as follows: Original copy - Commissioner of Internal Revenue Duplicate copy - Chief, Planning Division Triplicate copy - Assistant Commissioner concerned 3. The Assistant Commissioner shall submit the monthly report not later than 10th working day following the month covering such report to the offices indicated in the preceding paragraph. Any other office in the National Office, i.e. Office of the Deputy Commissioners, etc., which have any other accomplishment(s) to report shall submit the same to the Commissioner of Internal Revenue and Chief, Planning Division. 4. The Chief, Planning Division shall consolidate the reports submitted and prepare an over-all BIR accomplishment report in three copies for the signature of the Commissioner not later than the 15th working day following the month covering such report. This shall be distributed as follows: acd Original copy - Secretary of Department of Finance (or any other external office) Duplicate copy - Commissioner of Internal Revenue Triplicate copy - Chief, Planning Division IV. REPEALING CLAUSE . This order amends and/or supersedes Revenue Memorandum Order No. 18-83 and other issuances, or portion thereof, inconsistent herewith. cd V. TRANSITORY PROVISION . The accomplishment report for 1993 of each service shall be submitted by all Assistant Commissioners to the Chief, Planning Division not later than April 30, 1994, which shall serve as reference for the preparation of the 1993 annual report, while the report for the first quarter of 1994 shall be submitted to the officials indicated on Part II.2 of this order not later than April 30, 1994.
