May 10, 1977 REVENUE MEMORANDUM ORDER NO. 33-77 TO : All Performance Control Officers Performance Control Division SUBJECT : Pre Adit Survey and Continuing Implementation of Pertinent Orders and Circulars With a view to the effective implementation of the requirements and duties contained in Revenue Administrative Order No. 7-75 dated July 1, 1975, Revenue Memorandum Circular No. 23-75 dated August 22, 1975 and Revenue Memorandum Circular No. 6-77 dated March 8, 1977, you are hereby directed to conduct a pre-audit survey of the BIR field offices in the revenue regions assigned to you for a period of not more than three days in each region. The survey shall include the accomplishment of the following: cdta 1. To apprise the Regional Offices of the respective assignments of the Performance Control Officers and convey to them the guidelines serving as basis of the management audit of personnel; 2. To lay the ground work for the appropriate implementation of the duties and responsibilities of Revenue Performance Control Officers as contained in Revenue Administrative Order No. 7-75 dated July 1, 1975, Revenue Memorandum Circular No. 23-75 dated August 22, 1975 as implemented by Revenue Memorandum Order No. 1-77 dated November 26, 1976 and No. 6-77 dated March 8, 1977; 3. To obtain or cause the preparation of the list of inter-related taxpayers envisioned in the Memorandum of the Commissioner dated January 6, 1977. Henceforth, this will also serve as your continuing authority to follow-up and pursue your duties in your respective regions, requesting assistance from other performance officers as the exigencies of the service so requires, accomplishing progressive and periodic reports as necessary all your travelling expenses reimbursable to you under the rules and regulations of accounting and auditing procedures.
