August 22, 1969 REVENUE MEMORANDUM ORDER NO. 33-69 SUBJECT : All Travels Covered by GAO General Circular No. 88 A, as amended, to be Coursed thru the Budget Division for Proper Funding TO : All Revenue Officials and Employees Concerned In view of the limited funds available for traveling expenses for this Bureau for the current fiscal year, all travels covered by GAO General Circular No. 88 A, as amended, shall be coursed through the Budget Division for the determination of funds, after approval of the corresponding Itinerary of Travel (Appendix A) by the approving officials. This new procedure is necessary to assure top management that such travels are adequately financed before they are undertaken and before effecting payment of expenses arising therefrom. The Budget Division, after determining that there are available funds for such travels, shall issue a Request for Obligation of Allotments and send the same together with the pertinent papers and the traveling expense vouchers to the Accounting Division for processing before payment. The Accounting Division is hereby enjoined not to process claims arising from travels covered by GAO General Circular No. 88 A, as amended, without the corresponding Request for Obligation of Allotments duly issued by the Budget Division. Likewise, the Cash and Disbursement Division is enjoined not to make any payment of any claim unless it has a Request for Obligation of Allotments and undergone processing by the Accounting Division. aisadc This Order shall take effect immediately.
