Appeal to All Revenue Officials and Employees Occupying Positions at Range 54 or Higher to Tender Their Resignations

October 24, 1972 REVENUE MEMORANDUM ORDER NO. 32-72 TO : All Revenue Officials and Employees Concerned You are all aware of the sincere desire of the President to create a New Society in our country. The weeding out of undesirable government officials and employees and the reorganization of the government are two of the many ways thru which the desired New Society can be achieved. On the reorganization of the government, the President had issued Presidential Decree No. 1, dated September 24, 1972; on the weeding out of undesirables on the ground of dishonesty, incompetence and other kinds of misconduct, the President issued Letter of Instruction No. 14-A, dated October 5, 1972. In connection with Letter of Instruction No. 14-A, the Bureau had already taken steps towards implementing the orders contained in the said letter as shown by the list submitted to the President and had already determined those employees who have administrative charges pending against them where the evidence of guilt is strong, those who are inefficient and some employees who were considered notoriously undesirable. aisa dc It cannot be denied that our Bureau is one of the few offices in the government where the positions are sensitive and that there are some of us who really deserve to be weeded out. It is easy to judge and accuse others of being undesirable but justifying it is something else. However, it is the sincere hope and desire of the President and the Secretary of Finance that the Bureau of Internal Revenue should be administered and run by officials and employees who are not only competent but are also endowed with integrity and sense of dedication. On my part, I have striven to give the employees of the Bureau all the benefits that are available such as salary increases, salary adjustments and promotions. Not all have received these benefits because of the limited facilities. However, I have always striven to give the greater good to the greater number. Now, I am appealing to you to help me, the Secretary of Finance and the President to make the Bureau of Internal Revenue an ideal and efficient office. In order to achieve this and to give the authorities concerned a free hand in choosing the people who will run and administer the affairs of the Bureau of Internal Revenue, I appeal to all officials and employees of this Bureau who occupy positions at Range 54 or higher to tender their resignations. I repeat, that the fact that those concerned are asked to tender their resignations does not mean that they are corrupt, dishonest, or undesirable but rather this is the only way we can show that we have nothing to hide, nothing to fear and we are willing to cooperate in the establishment of a New Society and to give the President and the Secretary of Finance a free hand in choosing those who will run the affairs of the Bureau of Internal Revenue. Those who are covered by this appeal must submit their resignations to this Office, attention: Chief, Personnel Division , not later than October 31, 1972.
