June 14, 1962 REVENUE MEMORANDUM ORDER NO. 32-62 SUBJECT : Prohibiting Officers and Employees of this Bureau in Entering Gambling Places and Places of Amusements, such as Bars, Cabarets, Nightclubs, etc. TO : All Internal Revenue Officers and Employees It has been observed lately that certain officials and employees of this Bureau are seen in gambling places and places of amusements, such as bars, cabarets, nightclubs, etc., in defiance to the various pre-war and post-liberation circulars prohibiting the personnel of this Bureau from frequenting these places mentioned above. In view thereof and in order to remind all officials and employees of the Bureau of Internal Revenue for their proper guidance and compliance, there is quoted hereunder in full Department Order No. 4 dated March 1, 1960, to wit: SUBJECT : Declaring gambling places and certain amusement places off-limits to officials and employees of the Department of Finance and Bureaus and Offices under it. "In the mind of the public, the Finance Services as a whole is gauged by the character and conduct of its individual employees. Employees who go to gambling places, or such amusement places as bars, night clubs, day clubs, cabarets and similar other places give the impression that they are morally weak, carefree and are spending money beyond their legitimate earnings. This is especially so in the case of revenue and customs officials and employees. Such an impression must be avoided at all cost, and for this reason, the following are hereby declared off-limits to officials and employees of the Department of Finance and of the bureaus and offices under it: "(1) Jai Alai, horse race tracks, or places where horse races are held, cockpits, casinos and other gambling places; "(2) Night Clubs, day clubs, cabarets, bars and other similar amusement places. "Any employee or official found violating this Order will be subject to disciplinary action in accordance with Civil Service rules. "All division chiefs of this Department and heads of bureaus and offices under this Department are enjoined to give this Order as wide a publicity as possible and to see to it that it is complied. AYTONA "Secretary" All Chiefs of Departments, Chiefs of Divisions, Regional Directors, and Provincial Revenue Officers should bring the provisions of this Order to the attention of their employees.
