May 22, 1989 REVENUE MEMORANDUM ORDER NO. 31-89 SUBJECT : Delegation of Responsibility in the Signing/Approval of Certain Communications in the Bureau TO : All Revenue Officials and Others Concerned To afford the Commissioner of Internal Revenue more time to devote to policy and decision-making matters, the approval/signing of the following communications is hereby delegated to the officials concerned: cdt 1. All Revenue Memorandum Circulars (RMCs) on the loss of Confirmation Receipts (CRs), Payment Orders (POs) and Revenue Official Receipts (RORs) shall be forwarded to the Office of Deputy Commissioner Eufracio D. Santos for approval and signature; 2. All orders/authorities to attend seminars/training courses shall be transmitted to the Office of Deputy Commissioner Victor A. Deoferio for approval and signature; and 3. All recommendations and pertinent communications relative to zonal valuation shall be forwarded to the Chairman of the Technical Committee on Zonal Valuation for approval and signature. All previous revenue issuances or portions thereof inconsistent herewith are hereby revoked. This Order shall take effect immediately. JOSE U.
