August 2, 1976 REVENUE MEMORANDUM ORDER NO. 31-76 SUBJECT : Creation of a Committee to Supervise the Surcharging by Mimeograph Machine of Cigarette Strip Stamps for Issuance and Affixture to Cigarette Packages TO : The Chiefs, Accountable Forms and Manufactured Tobacco Tax Divisions, Internal Revenue Officers and Others Concerned In view of the fluctuating demands for certain denominations of cigarette strip stamps which are not immediately available or which have not yet been printed, it becomes necessary to surcharge certain denominations of cigarette strip stamps so that they can be sold to the cigarette factories needing immediately the stamps. Considering the value involved and the necessity to have a clear accounting of all accountable forms to which the cigarette strip stamps belong, the surcharging program should be systematized and controlled. For this purpose, a Committee is hereby created to take charge of the surcharging of strip stamps for issuance to cigarette factories. The following is the composition of the Committee: Chairman Assistant Commissioner Lauro D. Abrahan Vice-Chairman Revenue Service Chief (Administrative) Members Chief, Accountable Forms Division Chief, Manufactured Tobacco Tax Division Chief, Accounting Division The surcharging shall be done in the Office of Assistant Commissioner Lauro D. Abrahan and upon completion of the surcharging of any definite quantity of cigarette strip stamps, the stencils used, the wastage and spoilage shall be turned over to the Committee Chairman for safekeeping and final dispositions.
