June 26,1968 REVENUE MEMORANDUM ORDER NO. 31-68 SUBJECT : Emergency Issuance of BIR Strip Stamps under the the P2.50 per M class-30's, value - P0.075 each, printed by the Bureau of Printing TO : All Internal Revenue Officers and Others Concerned In order to meet the present shortage in BIR strip stamps for cigarettes under the P2.50 per M class-30's, value P0.075 each and forestall any decrease in specific tax collections that might arise therefrom, eight million (8,000,000) pieces of the said class and denominations of strip stamps printed by the Bureau of Printing have been authorized for issuance to cigarette factories effective on this date. Subject strip stamps, printed on white security paper, are being issued only as an emergency measure. Upon exhaustion of this emergency issue, a new set of strip stamps of the same class and denomination will be issued represented by P8.00 per M class strip stamps (20's), value P0.16 each, surcharged to P2.50 per M (30'), value P0.075 and bearing a facsimile of the signature of the undersigned on each strip stamp.
