May 27, 1997 REVENUE MEMORANDUM ORDER NO. 30-97 TO : All Revenue Officials and Employees SUBJECT : Amendment to RMO No. 6-95 dated February 7, 1995 on the implementation of Memorandum Circular No. 111 Pursuant to the Memorandum Dated April 14, 1997 of the Executive Secretary, Item II(3) of Revenue Memorandum Order No. 6-95 implementing the six-day work week, is hereby amended by providing for the observance of a three-shift working day, as follows: LexLib a) 1st Shift: 7:00 AM to 11:00 AM/12:00 Noon to 4:00 PM Lunch Break: 11:00 AM to 12:00 Noon b) 2nd Shift: 8:00 AM to 12:00 Noon 1:00 PM to 5:00 PM Lunch Break: 12:00 Noon to 1:00 PM c) 3rd Shift: 9:00 AM to 1:00 PM/2:00PM to 6:00 PM Lunch Break: 1:00 PM to 2:00 PM All Offices specified under RMO No. 6-95 shall observe the new three-shift time schedule. All Heads of Offices shall ensure the equitable distribution of manpower during the abovementioned shifts. This Order shall take effect immediately. LIWAYWAY VINZONS-CHATO Commissioner of Internal Revenue ANNEX A MEMORANDUM FROM THE EXECUTIVE SECRETARY TO : Heads of Concerned OP-Attached Agencies, GOCCs and Department-Attached Agencies SUBJECT : APPROVAL TO CHANGES IN OFFICE HOURS DATE : April 14, 1997 Pursuant to the results of the survey on the implementation of Memorandum Circular No. 111 dated 17 January 1995, the agencies in the attached list are hereby given autonomy to effect changes in their working hours, subject to the following conditions: 1. strictly observe a no noon break policy; 2. ensure effective delivery of frontline services and continuously improve internal systems and procedures; 3. post in conspicuous places the requirements for the transactions and the systems and procedures to follow; 4. implement the Civil Service Commission's "Mamamayan Muna, Hindi Mamaya Na" program; and 5. ensure that regional, provincial and satellite offices are also effectively delivering their frontline services: In line with these, you are hereby directed to submit the following to the Presidential Management Staff: 1. information on the working hours to be implemented by the agency within seven (7) days from receipt of this directive; and 2. regular mid-year and year-end reports on the accomplishments of frontline services and improvement on agency's systems and procedures. cdll For compliance.
