October 22, 1996 REVENUE MEMORANDUM ORDER NO. 30-96 SUBJECT : Coordination with HRDS on Training Conducts TO : All Revenue Regional Directors We take cognizance of the proactive stance taken by your respective offices in coming up with conducts of trainings designed to further enhance employees' personal and professional growth and development. As a matter of policy, however, we require you to coordinate your training conducts with the Human Resource Development Service to ensure that no overlaps occur and that the courses you deliver are in line with the professionalization program of the BIR. For example, values enhancement programs should be in conformity with the BIR-Values Integration Program. Otherwise, the same cannot be called a values program. Furthermore, any program on skills development should be standardized and thus, should be in consonance with existing technical training courses (e.g., Audit Techniques Course or Basic Examination Course). We do recognize your efforts to conduct training courses. However, we feel that the full benefits of the training can only be realized through proper coordination.
