August 16, 1973 REVENUE MEMORANDUM ORDER NO. 30-73 SUBJECT : Wearing of the prescribed uniform for Government Security Guards and to undergo In-Service Training as a Security Guard. TO : All Regional Directors, Revenue District Officers and Others Concerned. In a recent inspection conducted by a team of the PC Supervising Unit for Security and Investigation Agencies (PCSUSIA), of the government security guards of this Bureau, the following are its recommendations: 1. Security Guards of this Bureau must wear the prescribed uniform for security guards together with the necessary ornaments, headgear and patches; 2. To wear name plates; and 3. To undergo in-service training. Prescribed Uniform : All security guards of this Bureau who are actually performing the duties of security guards should wear the prescribed uniform while on tour of duty. The color of the uniform must be blue, complete with the prescribed ornaments and patches. Ornaments to be worn are the collar insignias, badge and patches. The collar insignias and the badges are being controlled by the PCSUSIA and the same may be procured from the said office. Arm patches must bear the seal of the BIR and not the Coat of Arms of the Republic of the Philippines and the words to be inscribed are "Bureau of Internal Revenue Security Guard" or "BIR Security Force". aisa dc Name Plates : While in uniform all security guards of this Bureau must wear name plates. Plastic name plates must have black background with the name in gold letterings. Training All employees of this Bureau whose appointments are as security guards are to undergo in-service training as security guards. For this purpose the Chief, Personnel Division should prepare a list of these security guards and assignments and the said list to be submitted to the Chief, Training Division of this Bureau for him to make the necessary arrangement with the Director, NBI to train the security guards assigned in the Greater Manila Area. Those assigned in the provinces, the Regional Directors concerned shall make the necessary arrangement with the PC Provincial Commanders. All concerned are hereby enjoined to be guided accordingly.
