May 5, 1970 REVENUE MEMORANDUM ORDER NO. 30-70 In line with the Bureau's administration improvement program, there is hereby created a Staffing Pattern Committee, with the following as members thereof: Lauro D. Abrahan Chairman Rudolfo B. Argonza Vice-chairman Restituto Bacareza Co-vice-chairman Ricardo J. Mateo Member Felipe T. Macahilig Member Edmundo H. Escalante Member Fidel Banares Member Melchor S. Ramos Member Armando Duran Member The Staffing Pattern Committee shall have to sub-committees, namely: (1) The Staffing Pattern Working Sub-Committee and (2) the Staffing Pattern Implementing Sub-Committee. Separate companion memorandum orders will be issued for this purpose. The Committee shall discharge the following functions: (1) Develop and administer the Staffing Pattern for the Bureau. (2) Formulate policies and procedures for the development and administration of the Staffing Pattern. (3) Supervise and coordinate the work of the two (2) sub-committees: aisa dc (a) the Staffing Pattern Working Sub-Committee, and (b) the Staffing Pattern Implementing Sub-Committee. (4) Plan, control and program personnel distribution and assignment. (5) Develop policies and procedures for the effective utilization of personnel. The Committee shall act as a continuing organizational unit responsible for the general supervision regarding implementation of the Staffing Pattern and also the implementation of policies and procedures relative to personnel distribution and assignment. Two months from date hereof the Committee shall submit to this Office the proposed Staffing Pattern for the Bureau. All orders inconsistent herewith are hereby deemed revoked or modified accordingly.
