June 20, 1968 REVENUE MEMORANDUM ORDER NO. 30-68 SUBJECT : Creation of the Office of the Leaf Tobacco Coordinator in the Ilocos and Cagayan Valley Provinces TO : All Internal Revenue Officers, Employees and Others Concerned In order to facilitate the processing of and final action on applications for new permits to engage in business as L-3, L-3F, L-3R and/or L-6 permittees, as well as the retirement from business of said taxpayers, and to achieve a maximum coordination of the field activities of tobacco inspectors assigned in the tobacco producing provinces within the jurisdiction of Specific Tax Zones Nos. 1 and 2, there is hereby created the Office of the Leaf Tobacco Coordinator, with station town at San Fernando, La Union, and charged with the following duties and functions hereunder enumerated: 1. To receive, process and forward to the Chief, Tobacco Inspection Service, National Office, all applications for permits to engage in business in the afore-mentioned regions as L-3, L-3F, L-3R and/or L-6 permittees, as well as the retirement from business of such taxpayers and including applications for amended permits arising from building alterations and/or change in location thereof; 2. To maintain a close coordination of the field activities of all tobacco inspectors assigned in the various provinces comprising Specific Tax Zones Nos. 1 and 2; 3. To conduct field observations on the conditions of the leaf tobacco industry in order to study and recommend to higher authorities concerned, ways and means of improving the industry, and thereby, increasing the collection of tobacco inspection fees; 4. To recommend to higher authorities concerned the revision, amendment and./or updating of existing office policies and procedures relating to the enforcement of the Tobacco Inspection Law, Act 2613, as amended, and its implementing regulations; 5. To perform such other related duties as the Revenue Operations Head (Specific Tax) or his Assistant, the Deputy Commissioners or the Commissioner of Internal Revenue may direct from time to time. For purposes of economy, the Leaf Tobacco Coordinator shall hold office in a suitable space in the Office of the Revenue District Officer, San Fernando, La Union. This supersedes any previous instructions, orders and memoranda inconsistent herewith. aisadc This Order shall take effect immediately and until orders. MISAEL P.
