Creation of a Collection Analyst Group

April 25, 1966 REVENUE MEMORANDUM ORDER NO. 30-66 SUBJECT : Creation of a Collection Analyst Group TO : All Internal Revenue Officers and Others Concerned In order to generate a well rounded collection management program, improve efficiency, increase collections, improve procedures and establish controls and guidelines for collection activities, there is hereby created a Collection Analyst Group in the National Office with the following duties: 1. Review collection techniques and actions in Regional Offices. 2. Recommend procedures and guidelines to improve techniques. 3. Assist Collection Branch personnel in Regional Offices by advice as to the most effective method of collection that has been developed. 4. Determine need for and recommend necessary delegations of authority. 5. Recommend implementation of policies to the Commissioner. The Collection Analyst Group will be responsible directly to the Revenue Operations Head (Collection) where the findings and recommendations will be reviewed. It will be the responsibility of the Revenue Operations Head (Collection) to recommend and implement the necessary changes through instructions, circulars and memorandum orders. In addition to the duties enumerated in the preceding paragraph, the following projects with the corresponding timetable should be accomplished by the Group and appropriate recommendations submitted therein: May 1 to June 30 Visit each region in connection with the collection of large accounts. Actual seizure as opposed to constructive distraint should be applied in all cases where the tax is due. The Group will advise and assist in the seizure program and report to the Regional Director and the Revenue Operations Head (Collection) its findings in each region within the next three (3) days after their visit. The firm collection policy of the Commissioner should be implemented in each region as soon as possible with Quezon City as the first scheduled visit. Study staffing of collection personnel in Regional Offices. The need for additional Revenue Seizure Agents, Collection Agents and Cash Clerks in each municipality and city should be determined and ideas for more effective utilization of manpower in all districts should be recommended. July 1 to August 31 During this period, the group should stay in the National Office for the study of procedures and delegations of authority. The Group should confer with Mr. Arturo Arcilla, Chairman of the Committee on Manual of Operations for appropriate recommendations on what should be included by the Committee in the manual being proposed for collection. Continue study of pilot projects to reduce the list of accounts receivable presently outstanding and schedule each implementation in each inspection district.
